Dans le petit village de Péronnes-lez-Binche, un vaste projet immobilier résidentiel comprenant 350 habitations va être construit prochainement. Pour ce faire, la Région Wallonne a établi un périmètre sous la dénomination « SAR/CE155B » à l’intérieur duquel ont été intentionnellement inclus la tour-chevalement « Saint-Albert » et ses bâtiments annexes. Ce patrimoine industriel exceptionnel en Europe doit être démoli à cette occasion, et ce, au motif de son trop grand état de vétusté. De fait, durant les deux dernières décennies, et lorsqu’elles exploitaient le sous-sol minier pour y stocker du gaz naturel, les firmes DISTRIGAZ et FLUXYS n’ont pas cherché à maintenir les bâtiments de surface dans leur état d’origine.

Nous sommes un collectif de particuliers, originaires de la région du Centre, réunis autour d’une passion pour l’archéologie industrielle et l’histoire de notre bassin de vie. Nous nous opposons fermement à la démolition de ce symbole et souhaitons solliciter tant l’attention des citoyens que celle des pouvoirs publics en exposant l’argumentaire suivant. Premièrement, le principe de la vétusté des bâtiments et avancé par diverses parties ne tient pas : le triage-lavoir à charbon de Péronnes-lez-Binche, construit simultanément et laissé dans un état d’abandon bien pire a été rénové récemment ; à l’avenir, ces deux bâtiments ne pourront pas exister l’un sans l’autre pour la bonne compréhension du processus industriel, d’autant que toutes les machineries d’extraction sont toujours présentes et bien conservées. Deuxièmement, parmi les trois dernières tours de ce type à avoir été édifiées en béton armé et subsistant en Belgique, la tour Saint-Albert de Péronnes-lez-Binche atteste incontestablement de la plus grande réussite architecturale, comme de l’ingéniosité de ces concepteurs ; forte de ses nombreuses innovations techniques, on pût y extraire jusqu’à 3.000 tonnes de charbon par jour ! Troisièmement, l’exploitation charbonnière a considérablement marqué le paysage de l’agglomération de Péronnes-Charbonnages et de Ressaix, puisque ces deux entités sont, en l’état, le résultat par accumulation de centaines de maisons ouvrières ; enlever le monument historique qui les fit apparaître revient à vider l’âme de ces quartiers, d’autant que ces bâtiments sont situés en leur plein cœur. Quatrièmement et pour finir, un sondage réalisé par nos soins auprès de 250 habitants de Péronnes-lez-Binche démontre une volonté de conserver ces bâtiments chez 67,2% des interrogés (18,4% souhaitant leur démolition ; 14,4% sans avis) ; au cours de ce même sondage et chez ces mêmes 250 habitants, 79,2% ont affirmé vouloir signer cette pétition.

Nous ne nous opposons pas au projet de remembrement urbain en cours à Péronnes-lez-Binche, mais nous plaidons pour que la tour Saint-Albert et ses bâtiments annexes y soient intégrés plutôt qu’ils ne soient démolis. Pour ce faire, nous vous soumettons la pétition en vue d’obtenir leur classement et leur reconversion en équipement d’utilité publique. En signant cette pétition, vous apportez le renfort nécessaire pour réaliser le souhait exprimé par une majorité de la population du petit village de Péronnes-lez-Binche. Et nous vous en remercions.

In het kleine dorpje Péronnes-lez-Binche, zal binnenkort een groot residentieel project verschijnen waarbij 350 woningen worden gebouwd. Om dit te doen heeft het Waalse Gewest een perimeter opgericht onder de naam “SAR / CE155B” waarbinnen ook de historische toren van “Saint-Albert” en andere voormalige mijngebouwen zich bevinden. Dit unieke industrieel erfgoed zou dan verdwijnen op grond van haar staat van verval. In feite hebben Distrigas en Fluxis, de gebruikers van de gebouwen voor gasopslag, niets gedaan om de gebouwen in hun oorspronkelijke staat te onderhouden.

Wij zijn een collectief van mensen uit de regio van het Centrum met een grote interesse voor de industriele archeologie en de geschiedenis van de regio. We zijn sterk gekant tegen de sloop van dit symbool en willen hiervoor ook de aandacht vragen van de burgers en de overheid. Ten eerste, de centrale kolenwasserij van Péronnes-lez-Binche werd in dezelfde periode gebouwd als de steenkoolmijn. De wasserij werd onlangs gerestaureerd en is ontegensprekelijk verbonden met de koolmijn. Voor een goed begrip van het industriele proces is het belangrijk dat beiden naast elkaar blijven bestaan. Ten tweede, de schachttoren is één van de laatste nog bestaande in ons land, gemaakt in gewapend beton. De toren demonstreert zonder twijfel een grote architectonische prestatie én vindingrijkheid van de ontwerpers. Tevens kon de toren 3000 ton steenkool delven per dag ! Ten derde, de mijnbouw veranderde het landschap van de streek drastisch. De toren is dan ook onvervangbaar landschapsteken. Tot slot, een bevraging leerde ons dat 67,2 pct de toren wil behouden, 18,4 pct wil de sloop, 14,4 pct gaf geen antwoord.

We zijn zeker niet tegen een herverkaveling en het nieuwe project maar we pleiten ervoor dat de toren en de bijhorende gebouwen geintegreerd worden in plaats van gesloopt. Om dit te doen hebben we een petitie om deze problematiek openbaar te maken. Door ondertekening van deze petitie, brengt U de versterking die nodig is om de wens van de meerderheid van de bevolking van Péronnes-les- Binche in vervulling te laten gaan. Wij danken U hiervoor.

Zu diesem Zweck hat die Wallonische Region einen Umfang unter dem Namen “SAR / CE155B”, innerhalb dessen absichtlich enthalten Tour Förderturm “Saint-Albert” und seinen Anhängen festgelegt. We are not opposed to urban land consolidation project underway at Péronnes-lez-Binche, but we plead that the St. Albert tower and ancillary buildings will be integrated rather they are demolished.
