SB390 / HB344 - Education - Due Process Hearings for Children with Disabilities - Burden of Proof This is the third year that parents and special needs advocates are trying to get the bill passed to shift the burden of proof to schools in special education due process complaints. The goal of the bill is to provide accountability for special education services for our children and help level the playing field in the due process hearings, especially for those of us who cannot afford attorneys. Even after we have showed our legislators over 1,900 signatures on our petition in favor of this bill, some still think this is only a problem for very few families in Maryland. They can ignore a sheet of paper, but they can't ignore us if we have a large number of supporters show up to sit in the audience of the hearings.
