Check out the piece on burden of proof. MSEA claims that burden of proof is not the root of the problem; due respect I fully explained the root of the problem - it's unfair to put the burden of proof on parents, plain and simple. We presented data to show there would be fewer hearings, data that has not been refuted. Also, a small correction to the report - I don't believe any school district is immune from the need for this change. Some IEP teams work well, others not.
