Ban the transport of dogs and other pets in open truck beds and trailer hitch carriers. Pets are carelessly put in open truck beds and jump out while the vehicle is in motion at various speeds. Trailer hitch pet carriers are inhumane and can maim or crush the animal to death if the vehicle is rear-ended.
