Proposal: Mandatory Anti-Racism Audits for Public Institutions
A Law North Vancouver and British Columbia Need
A strong anti-racism law that the City of North Vancouver and the Province of British Columbia do not currently have—but urgently need—is:

Mandatory Anti-Racism Audits for Public Institutions
What It Would Do
This law would require all public institutions—including schools, police departments, health authorities, and municipal governments—to conduct regular anti-racism audits. These audits would examine policies, hiring practices, public services, and outcomes for signs of racial bias or systemic discrimination. The results would be made public and used to implement mandatory reforms.

Who Is Impacted?
Racialized communities—including Indigenous, Black, South Asian, East Asian, and Middle Eastern residents—are disproportionately affected by systemic racism in North Vancouver and across British Columbia. These individuals face unequal access to quality education, unfair treatment by police, barriers in securing housing, and disparities in healthcare. Without a legal requirement to track and address these injustices, institutions often ignore or deny the presence of systemic bias.

What Is at Stake?
If this issue continues to be ignored, systemic racism will persist and deepen, silently influencing the lives of thousands of residents. Trust in public institutions will erode further, and racial inequities in areas like school performance and policing will worsen. Passing this law would establish a clear, enforceable framework for identifying and correcting injustice—making institutions safer, more transparent, and more equitable for all.

Why Now?
Communities are demanding meaningful, lasting change—not empty promises. While British Columbia’s Anti-Racism Data Act (2022) provides a framework for collecting race-based data, it lacks the power to enforce change. Now is the time to act on that data with legislation that ensures accountability. Enacting this law would transform good intentions into real-world action, protect vulnerable populations, and set a powerful precedent for municipalities across Canada.

Why This Law Is Needed
No existing requirement for audits: BC’s current laws do not compel public institutions to review or reform racially biased policies.
Accountability is missing: Collecting race-based data is only useful if there is a legal obligation to act on it.
A local solution to a local issue: In North Vancouver, racial disparities in policing, housing, and education continue unchecked. This law would provide a direct, practical tool to address those gaps.

In conclusion, mandatory Anti-Racism Audits are not just a policy suggestion—they are a necessary step toward justice and equality in North Vancouver and across British Columbia. The time to act is now.
