The Issue

People across the UK are being unfairly penalised—issued County Court Judgments (CCJs), fined, or visited by bailiffs—without ever knowing a legal notice was sent to them. Under current UK law, it is enough for authorities to claim they sent a letter. No proof of delivery is required. This loophole leads to manipulation, abuse, and the silent punishment of innocent people. We call on Parliament to introduce legislation requiring that all legal notices be sent via signed-for or tracked delivery.

 
My Story – and Why This Petition Matters:
I’m launching this petition because I personally experienced how this flawed system can destroy peace of mind—and potentially, lives.

Years ago, I challenged a parking fine through my local council and believed the matter was resolved. I never received any follow-up communication. Then, three years later, I found myself in an alarming position: a bailiff at my door, demanding payment for “unpaid” fines I had no idea existed.

In court, the council simply said they had sent multiple letters. Letters I never received. And under current law, that was enough.

They didn’t need to prove I got them. They didn’t need my signature. They didn’t even need delivery confirmation. Just saying they sent the letters was sufficient to proceed with enforcement.

 
The Problem – A Law That Fails the People:
Under UK law today, legal authorities—like councils, private parking companies, and enforcement agencies—only need to prove that a letter was sent, not that it was received.

This applies even to serious matters like:

Parking fines and penalty charge notices
Bailiff warnings and enforcement letters
Private parking tickets
County Court Judgments (CCJs)
Police-issued fines and notices
As a result, thousands of people across the UK are being punished for documents they never saw.

They are being:

Issued CCJs, damaging their credit for years
Visited by bailiffs, without warning
Burdened with unfair debt
Denied the chance to defend themselves in court
Mentally and emotionally impacted by stress, fear, and confusion
With Royal Mail’s increasing issues—lost post, misdeliveries, and delays—this system is ripe for abuse, errors, and even deliberate manipulation, including:

Backdating letters
Falsely claiming letters were sent
Issuing CCJs without proof a person was ever informed
This is not just a flaw. It’s an injustice.

 
What We’re Asking For – The Solution:
We urge the UK Government and Parliament to introduce legislation requiring:

✅ All legal notices that impact an individual’s rights or finances must be sent via signed-for or tracked delivery.
✅ No legal enforcement or court action can proceed without verified proof of delivery.
✅ CCJs or fines issued without confirmed receipt must be automatically reviewed or voided.

 
Why This Matters:
This is about basic fairness.

No one should be punished for something they never knew about. No one should lose their credit rating, their savings, or their peace of mind because of a missing letter.

A signed or tracked delivery is a small change—but it would prevent massive harm. It would protect innocent people from being blindsided by the system. It would restore transparency, accountability, and trust.
