Mandate Registry of Child Crimes and Eliminate Plea Deals for Offenders

The Issue

This petition is born out of a tragedy. 11-year-old Audrii Cunningham was murdered by Don Steven McDougal, a man who had previously attempted to rape a 10-year-old child, in 2007. Instead of being required to register as a sex offender after his first crime, he was given the opportunity to make a plea deal for lesser charges. Had he been registered, perhaps Audrii would never have been allowed near him and be with us here still today.
McDougal was not just an individual offender but represents an alarming loophole in our justice system that allows child offenders to escape full accountability for their actions.

We call upon lawmakers and judicial authorities to require all crimes against children be registered and available to the public and offenders be held without bail/bond. We also demand an end to plea deals for such serious offenses which allow criminals like McDougal lesser charges-in turn avoiding registration- or even freedom.

We further insist on stricter sentencing laws that keep these dangerous individuals behind bars after their first offense – eliminating any chance they might reoffend or harm another innocent life like Audrii's.
