Mandate registration for violent offenders in California
The Issue
My daughter, Savannah Troyn, was brutally murdered on December 12, 2020, in Fresno, CA. It was a tragic day that forever changed our lives. The individual suspected in her case, a violent offender, is currently in custody facing charges for three separate murder cases. As a grieving parent, my deepest fear is that if released, individuals like him could pose a threat to others in our community.
California, with its progressive stance on many fronts, still lacks a critical system for the registration of violent offenders. While we have comprehensive frameworks in place for sex offender registration, there remains a glaring oversight for violent criminals. These individuals often have histories of violent behavior, yet their actions are not tracked in a way that allows communities and law enforcement to stay informed about their whereabouts and actions once released from prison.
Statistics from the U.S. Department of Justice indicate that individuals with a history of violence are more likely to re-offend. Indeed, a study from the Bureau of Justice Statistics found that over 70% of violent offenders released from prison were arrested for a new crime within five years. This data underscores the importance of having a proactive approach to monitoring these individuals.
By implementing a mandatory registration system for violent offenders, California can enhance public safety. Such a registry would require offenders to regularly update their personal information and whereabouts with local law enforcement. This would provide law enforcement with the tools necessary to monitor these individuals closely and take preventive actions when necessary.
Furthermore, this registry would serve as an early warning system for communities. Families would be made aware of violent offenders living nearby, allowing them to make informed decisions about their safety.
We call upon the California Legislature and Governor to take immediate action in creating a state-wide registry for violent offenders. This initiative is not just about preserving the memory of Savannah and victims of violent crimes but about prevention and protecting the lives of Californians.
We urge every Californian to support this critical initiative. Please sign this petition and help us bring this much-needed change. Our safety, and the safety of our loved ones, is worth every effort.
