Mandate Clay County Schools to Permit On-Site ABA Therapy Services

The Issue

My son, like many other children with developmental delays in Clay County, Florida, is in dire need of Applied Behavior Analysis (ABA) therapy services during both instructional and non-instructional times at school. My fear is that my son will fall behind in school without his customized service. This medically necessary service can significantly enhance their educational experience within the public school system.

By allowing access, an RBT (Registered Behavioral Technician), and BCBA (Board Certified Behavioral Analyst) will work with the student in the classroom alongside the teacher during school hours. According to the ESE Advisory Council, there is only one BCBA for the county. Each students needs are different and there needs to be more than one BCBA for quality programming customized to student's needs. Allowing outside ABA Therapy companies will save the county money and ensure success.

ABA therapy is a scientifically validated approach that uses techniques and principles to bring about meaningful and positive changes in behavior. It has been proven effective for children with autism and other developmental disorders (American Psychological Association). However, despite its recognized benefits, our schools are currently not allowing these services on-site during instructional times. Governer DeSantis passed Bill #CS/HB 255 to allow private instructional personal to provide applied behavioral analysis services into the classroom.

By denying access to these vital services during school hours, we are limiting the potential growth and development of our children. The U.S Department of Education states that all students should have an equal opportunity to education - this includes access to necessary therapeutic interventions (U.S Department of Education).

We urge the decision-makers at Clay County Schools to reconsider their stance on this issue. The allowance of ABA Therapy during instructional times has already been adopted in Duval County Schools and should take effect throughout Florida. Let's prioritize our children's needs by allowing outside ABA Therapy Services during instructional and non-instructional times at all schools within the county.
