To the Hon’ble Prime Minister Narendra Modi, the Union Government, and all concerned authorities,

I urge you to urgently create a centralised, nationwide stray‑dog management system that protects both public safety and animal welfare. In cities and towns across India, rising dog numbers and conflicts are causing fear, injuries, and even deaths—while also leading to cruel treatment of dogs by frustrated citizens. A clear, humane, and enforceable policy can solve this for everyone.

Today, there is no strong central framework for dog control. Responsibilities are split between municipal bodies, animal‑husbandry departments, NGOs, and courts, which leads to confusion, blame‑shifting, and half‑measures. Many cities cannot sterilise and vaccinate even 70% of stray dogs, so the population keeps growing. At the same time, people are scared of bites, rabies, and attacks—especially around children, elderly citizens, and patients in hospitals.

We therefore request that your government:

Create a National Stray‑Dog Management Authority

Establish a central body under the Ministry of Health / Animal Husbandry that coordinates with states, cities, police, and health departments.

Track and monitor ABC (Animal Birth Control) coverage, rabies deaths, and major dog‑related incidents in every state.

Remove dogs from high‑risk public areas

Mandate the permanent removal of dogs from schools, colleges, hospitals, bus‑stands, railway stations, sports complexes, and other public institutions, as already suggested by the Supreme Court.

Use secure fencing, shelters, and planned relocation so that these spaces are safe for people without simply killing dogs.

Scale up humane city‑wise control

Ensure that every city runs strong ABC/CNVR (Catch–Neuter–Vaccinate–Release) programmes so that at least 70–80% of dogs are sterilised and vaccinated every year.

Identify and permanently remove extremely aggressive or rabid dogs and place them in secure shelters or observation centres, away from public spaces.

Enforce pet‑owner responsibility

Make pet registration, vaccination, and anti‑abandonment rules compulsory nationwide, with clear penalties.

Run awareness campaigns to stop unplanned breeding and abandonment, which are major reasons why the stray‑dog population keeps rising.

Protect both people and animals

Stop illegal culling, poisoning, and random attacks on dogs, but also ensure that no family feels unsafe walking on the street, sending their children to school, or visiting hospitals because of roaming dogs.

Increase funding for municipal shelters, rescue‑NGOs, and mobile veterinary units so strays can be managed humanely and professionally.

India can be a country where citizens live without fear of dog‑bite tragedies, and animals are treated with dignity and care. With centralised rules, clear responsibilities, and a focus on sterilisation‑plus‑vaccination, we can reduce both rabies deaths and cruel dog‑killing.

We, the undersigned, humbly request that the Modi‑led Central Government take immediate steps to create a national, humane, and enforceable stray‑dog control policy that removes dogs from sensitive areas, protects people, and ensures animal safety across India.
