This letter is with reference to the recent Supreme court order to remove community dogs from a few public places.
In this regard we would like to bring to your notice some bitter facts about animal welfare.

Creating awareness about prevention of rabies when bitten by rabid animal makes sense but what about eradication of rabies? And is this the right way to create awareness? Such a ferocious looking dog & no awareness about how to make dog rabies free. Not a word about how to stop rabies at source by vaccinating them? Because a bite by non rabid dog does not cause rabies.
Social media is full of venom spewing videos about how dogs spread rabies, including pet dogs. Such videos look more like advertisement for human rabies vaccines than public health safety measure.

Is there a human rabies vaccine racket going on????
NAPRE (National Action Plan for Dog-Mediated Rabies Elimination from India by 2030) was brought by government of India in 2021. The document has two components: Human health component & Animal Health component. Human health component is preventive in nature where any human who comes in contact with rabid animal is suppose to take rabies vaccine. Animal health component is for eradication of canine rabies. It says to annually vaccinate 70% of dog population pan India for consecutively three years.
Its been almost 5 years but no implementation of animal health component.
While all other countries like Mexico, Phillipines, Srilanka etc are rigorously working on both the components why India is working on only one?
Today even a small scratch by a non rabid, healthy cat is considered rabid & victim forced to take rabies vaccine

Out of 100 dog bites the likelihood of being bitten by a rabid dog is only 10 but in India the general perception is that all 100 dog bites are rabid, hence every dog bite victim should take rabies vaccine. This is sheer madness.
Such misleading information has created hate & fear for dogs which is one of the main reasons why dogs being killed, burnt & relocated & their owners & feeders / caregivers seen as villains. They are being assaulted, abused & harassed.
Why focus has always been on dog bites & not on reduction of dog bites? Why no awareness happened on canine rabies & five freedom to animals? Was this done deliberately?
A country which once peacefully coexisted with dogs has today become its biggest hater. Boards are being put in public parks not to bring pets. Putting such boards not only create problems for existing pet owners but also discourage prospective owners from adopting dogs as pets.

What is more shocking is the role of animal welfare bodies especially leading NGOs who have always been the voice of the voiceless.
Why they couldn't see the human rabies vaccine racket? Why they failed to implement NAPRE animal health component? Why no awareness about canine rabies & five freedom to animals?
ABC (animal birth control) rules came in 2001. But due to its faulty implementation & lack of public awareness the program has miserably failed. It happened in most complaint centric, random manner without formally engaging caregivers who are the backbone of ABC. It unfortunately became a closed door affair between Municipal corporation & NGOs running ABC units.
Crores spent on ABC for last two decades but the outcome is complete failure. Dogs being murdered in the name of ABC but no accountability & no punishments. Blacklisted NGOs in one state are given fresh contracts of ABC in other states. But deafening silence to such unimaginable corruption?
Today Supreme court has ordered to get all dogs removed from some public places like educational institutuons, hospitals. Railway stations etc & AWBI the advisory board has in its recent SOP has gone a step further for getting dogs removed from children's park, religious places etc & permitted them to be kept in shelters run by NGOs as there are no govt run shelers for healthy stray dogs. Another very luring proposition for NGOs.

Also courts should be aware of what young minds feel about Indian community dogs. For many dogs are their family as they take care of their campus dogs. Removing them forcibly from educational institutions may not be well received by them.

Likewise there are many non-educational institutions across India who take care of community dogs living in & around their vicinity. Removing them & hoarding them in shelters is both illogical, inhuman & extra financial burden on the government
Innocent citizens who care for dogs are up in arms against the government & judiciary as they consider them against dogs but is it really they who are at fault? They too have been taken for a ride & misguided. Government spends crores in procuring human rabies vaccine to provide it for free for dog bite victims.
All this racket in the name of rabies & ABC needs to be investigated. A judicial enquiry into the deep rooted corruption in animal welfare is the need of the hour.
Why penalize Indian dog & blame government & judiciary for its plight when its real tormentors are someone else?
Punish the guilty not its victim.
Ma'am, you consider animals of India as dhan (wealth) but reality is far from it. Dogs of india have only been used for making money by corrupt either in the name of ABC or rabies. And now hawks in dog meat market are eyeing on them. Save them before its late. Constitute a judicial enquiry to look into all the gutter & filth which has plagued animal welfare since ages.
You are our last hope in saving our community dogs whom we consider companion of Lord Bhairav from further exploitation & probable extinction
