Indian dogs have suffered ever since British came to India as Independent India continued their legacy of killing & relocating them.
This cruel practice was stopped in 2001 when Govt of India introduced ABC rules which made killing & relocation of dogs an offence & made sterilization & rabies vaccination compulsory.
This brought a sigh of relief for the mute dogs but the common man still saw them as dirty, rabid, wild & stray. And hence, they continued buying & adopting pedigree breeds as pets. And the business of breeding of pedigree dogs flourished. The breed which often lands up sick, malnourished & heart broken on roads abandoned by their breeders once their economic usefulness is over.
It's been almost 24 years of ABC happening in India but there is hardly any population control. One because it's still not implemented in many areas & second, at places where its happening it's being implemented in most random & complaint centric manner.
ABC became a closed door affair between municipal corporations & ABC units run mostly by NGOs without any involvement of caregivers. Its been observed that dog population has controlled in areas where caregivers have taken initiative to get their area dogs sterilized.
Unfortunately no formal mechanism or system was created to involve caregivers in the process. Hence, 24 years wasted & crores spent without benefiting the dogs & the public.
To add to this there is no accountability & transparency in the way ABC is done. If the dog dies of infection or dies on operation table no one is held accountable.
If that was not enough dogs of India are now facing a new devil called "Rabies". Dog bite & rabies have become synonyms in India.
Any dog that bites is considered rabid & is often killed or relocated & then their feeders / caregivers are targeted. They are mobbed, lynched, abused & assaulted. As if they asked the dog to bite.

What remains a mystery is that in all these years what have animal welfare bodies done? They couldn't get ABC done properly & they failed to create awareness about canine rabies. They couldn't tell the masses that a dog bite by a non rabid dog does not cause rabies.
Why no mass dog rabies vaccination conducted inspite of having NAPRE 2021 a document still kept as secret from the masses? Isn't that the only way to make any country canine rabies free? Then why India didn't do it?
Biting is often a defence mechanism for a normal, non rabid dog when he feels threatened but why no awareness about this very important dog behaviour?
Today any dog that bites is considered rabid & hence threat to humans.
Indian media too has not spared dogs. They spit venom against them.
Almost daily dogs are being killed, poisoned & burnt but that seldom makes news headlines. Why is media biased? Are they being paid for spreading hate & fear for dogs

Why animal welfare bodies & media did not create right awareness about canine rabies? Why all focus was on dog bites & not on reduction of dog bites? Why no awareness was made about 5 freedom to animals which could have greatly reduced dog bites?
Today even a scratch by a non rabid, vaccinated dog is considered rabid & victim is asked to take rabies vaccine
A young Indian girl died due to excess dose of rabies vaccine. Had her postmortem not been conducted in US where she died no one would know the cause of her death.
Who is gaining from all this hate & fear mongering against dogs? Obviously its not dogs, their caregivers & the Indian govt who has spend fortune on ABC and now spending huge amount in buying rabies vaccine to save its citizens from rabies.
The pharma company selling rabies vaccine is making huge sales because today every dog bite & dog scratch victim is advised to take vaccine. is this right?
There is also a proposal to get every Indian child vaccinated to make him immune against rabies. This is so rediculous? Indian Parents would rather get dogs removed from streets than get their children vaccinated.

Indian citizens and govt have been kept in dark. A disease which could have been easily removed by just vaccinating dogs has today become an instrument to create hate & fear for dogs & is helping pharma companies make money by vaccinating humans many of whom dont even require it.
This has certainly put great financial burden on government who is providing rabies vaccine for free for dog bite victims.
The woes of Indian dogs is not over yet. Today when a dog bites he is labelled ferocious, habitual biter & aggressive. The words coined & floated by vicious people in animal welfare. Probably whose motive was to make money by running dog pounds & shelters for such dogs.
The torture of Indian dog didn't finish here. On 11th August 2025 honourable Supreme Court came out with the order to remove all dogs from streets and hoard them in shelters.
Fortunately the order was again reviewed by a three judge bench on 22 August & they put the order on hold & said to continue with ABC rules but asked corporation to pick up rabid & aggressive dogs never to release them again. This was a big blow to dogs & their caregivers.
Today MCD is picking up dogs who have been labelled aggressive on any random complaint without examining the dog. Docile, innocent dogs are being picked & taken God knows where.
Any dog can be made aggressive by provocation & hostile environment. Yes there may be few aggressive dogs but they too require understanding from humans as to why they are behaving so aggressively & to address those reasons.
What has happened with innocent Indian dogs of Delhi is no more hidden from the world.

Today Delhi NCR has become a battle field between municipal corporation & feeders and between dog haters ( fear dogs due to myths attached with rabies) & feeders. And in this chaos & conflict it is the Indian dog & his feeders who are suffering.

Govt has to be on guard as this will not be accepted by majority, many of whom are it's staunch supporters & its precious vote bank
The govt has to rethink & find ways to stop this chaos & conflict.
The ball is now in their Court. Either they clean the animal welfare sector & restore empathy & compassion towards Indian dogs by implementing ABC rules in a systematic manner with community engagement or send dogs to pounds, meat market & jungles for them to suffer & perish. Former will bring government blessings & good name. Latter will bring them curses & downfall.
