The honourable Prime Minister of India had made an appeal to every citizen of India to feed the street animals during the covid 19 lockdown and he had all praises and admiration for those who fed those animals
Those were the challenging times when going out to feed the stray dogs, cats and cows was considered risky yet the brave caregivers took the risk and saved the animals from starving to death
But man in India has learnt nothing from it
The Vice Chancellor of Jamia Milia Islamia University in New Delhi has stopped the feeding of dogs in it's campus
The dogs are not being fed for almost two weeks now and the Vice Chancellor is not bothered and has refused to change her decision

In Hamirpur, Hinachal Pradesh dogs were poisoned to death and according to।the reporter the culprits are none other than the municipality, There are no functional ABC units in the area
In Nathdwara, Rajasthan dogs are being picked up by the sweepers on the orders of the munucipal corporations and are being thrown in the jungle
This happened after the dog bite cases increased in the area
In Viridunagar, 200 to 300 were killed on the orders of the municipal corporation

Well the ABC prigram is not taking place in many parts in India and places where its happening its absolutely complaint centric and unsystematic
As a result the dog population is increasing and so is the man-dog and man-man conflict
The AWBI it seems is absolutely ignorant about this alarming situation because it is doing nothing to address this burning issue
Instead it has added more fuel to the already existing man dog conflict by bringing an SOP (Standard Operating Procedures) for dealing with the complaints of the ferocious/ aggressive dogs and dog bites cases in humane manner
Some of the main points of the SOP are given below:
1 A monitoring committee with a dog control cell will be made to receive complaints about dog bites / Nuisance
2 Dog bite cases / Nuisance to be addressed on a priority basis
3 if complaints are continously received for a dog then he will be picked up and kept under observation for 7 days and then dropped back but if the committee does not find his behaviour change then he he may be kept forever and not be dropped back to his location
In India dogs are beaten, poisoned and burnt to death and the the govt of India and the AWBI is aware of it yet they have not taken any concrete steps to stop this
Two months back 15 dogs from Lotus Boulevard in Noida, Uttar Pradesh were picked up illegally by the Noida Autnority (munucipal corporation) and 11 of them were kept for almost a month in the ABC unit
They were not biting dogs nor were they aggressive or ferocious yet they were confined in prison for one month and were never dropped back to their home Lotus Boulevard
The dogs were taken by humane and compassionate citizens of India from the ABC unit because they could not see these dogs live in cages and ultimately die a sad and solitary death
Well this SOP will further aggravate the man।dog conflict and give license to the municipal corporations to pick up dogs on the pretext of dog bite
The Dogs in Jamia University will soon become ferocious due to hunger and will start biting but the AWBI who is the body to look into the welfare of these hungry dogs is just not bothered
Why? Is it waiting for the Jamia dogs to start biting out of itritation and hunger ?
Has the AWBI ever listebed to the Man Ki Baat of our Prime Minister where he talks of feeding the stray animals and taking care of them
If it had then it would not be coming out with such obnoxious and anti dog policies
The need of the hour is to redraft a new SOP for the ABC program which ensures peoples participation
India does not need dog cell for receiving complaints for ferocious, aggressive and biting dogs rathet it requires helpline numbers for receiving calls from caregivers and well informed citizens of India for getting their area dogs sterilized and immunized
