Each day feels like a nightmare for dogs and its owners and caregivers in India
Today one more anti dog order has come from the Gurugram consumer forum
The order came when the consumer forum was hearing a case pertaining to a dog bite in Civil Lines, Gurugram, Haryana. Given below are the main points of the order
1 Only one pet dog can be kept by one family
2 Registration of pet dog to be done within a month with the registration fee of ₹12,000 and the annual renewal fee of ₹10,000.
3 11 foreign breed dogs have been called dangerous and have been banned from pet keeping, they are American Pit-bull terriers, Dogo Argentino, Rottweiler, Neapolitan mastiff, Boerboel, Presa Canario, Wolf dog, Bandog, American Bulldog, Fila Brasileiro and Cane Corso.
4 All stray dogs to be taken into custody immediately and kept in dog pounds.
5 Pet dog will need to keep its mouth properly covered with a muzzle when taken to a public place for a walk.
6 The pet owner will scoop the poop of its pet dog
7 Any violation done by the pet owner will attract a minimum fine of ₹20,000 which could be extended to ₹2 lakh, and in case of default the owner could incur imprisonment of not less than a month and up to two years.
8 A dog bite will make owner liable for a minimum compensation of Rs20,000 which might extend to more depending on the nature and severity of bite
Nothing can be more absurd than this order
Many owners in Gurugram, Haryana have more than one pet dog so what are they expected to do with the extra pet dogs they have ?
Abandon them or go to prison for keeping more than one pet dog and breaking the law?
And what about the owners who are having the breeds which have been banned?
Dog is like family member so how can the family be asked to handover the family member to the corporation just because he belongs to a particular breed
A country where the punishment for taking the life of a dog is only Rs 50 the pet owner will have to pay a fine of Rs 20000 which may go upto to Rs 200000 if he violates any rule
The ABC rules 2001 clearly says no relocation of dogs but this order has violated the rule and has asked the corporation to pick up all stray dogs and put them in dog pounds
Pounds means slow death for all stray dogs
Nothing can be more anti dog and inhuman than this order
