According to Dog rules 2001 stray dogs cannot be relocated. They can only be picked up for steriization and then dropped back to their original location post sterilization.

The  Veterinary dept of the municipal corporation are the legal custodians of stray dogs in India. But in reality they have been the main culprits in spreading venom in the minds of the common man in India against stray dogs. It is they who should be showering compassion and love for dogs and ensuring that Dog rules 2001 are being followed religiously. But instead it is once again they who have broken the law and made a mockery of the dog rules. 

Every year on independence day and republic day celebration they get the stray dogs removed and dump them for a week or two in the nearby ABC centres as if they are a piece of garbage.. And once the function is over the dogs are again released to their location. But in doing so many dogs get relocated and many suffer with trauma for several days and few come back catching infections from the centre. Few days back they did the same with the dogs of Rajghat where the birth anniversary of Mahatma Gandhi was celebrated. The excuse these MCD officials give is that the dogs pose a threat to the VIPs. How absurd can they be and their thinking? 

According to the govt Veterinary dept stray Indian dogs are rabid so we better maintain a distance from them. 

Now we have come to know that the vet dept also considers our stray Indian dogs wild and ferocious. They think that they may jump on the VIP / guests and bite them. They are a threat to their security.  So they better be removed during any function. 

Mala Tuli a compassionate caregiver of Delhi feeds around 160  stray dogs every day.  She also feeds birds and eagles on her terrace. She feeds at Jawaharlal Nehru Stadium, Lodhi Road, New Delhi both inside and outside and it's adjacent areas (Pic in the post).  Today when she went to feed the dogs of the stadium she found few of them missing. They were all sterilized so the MCD had no right to pick them up but when she enquired she came to know that the dogs were picked up by the MCD and taken to the Bela Road MCD ABC centre. This was done because tomorrow on 16 th Oct 2022 there is a Vedanta Marathon in the Stadium where 35,000 people are expected to participate. Mala took the help of PFA Trustee Ambika Shukla who found out that the dogs had been removed by the MCD and taken to Bella Road. The MCD vet said that the dogs had to be removed because there was a written request by the organizers of the marathon to get the dogs removed. So keeping in mind their safety the dogs were removed. This in itself was wrong. How can the MCD allow sterilized dogs to be picked up? When the organizers were contacted they denied writing any such letter requesting dog removal to the MCD. According to them the vet was lying. 
Mala was not shown the letter by the vet. According to her when Prime Minister  Modi came to the stadium few days back no dog was relocated or picked up ..so why now?????

There are around 70 dogs in and around the stadium and there has never been any case of dog bite. Many players and outsiders visit the stadium daily and the dogs are quite friendly to all of them. Then why did the MCD vet get the dogs removed? That too just a few of them. What purpose did it serve? 


Dog rules 2001 has become a joke for the Veterinary dept of India. They have played with the lives of dogs of India and are still playing. While it is they who get the dogs removed but the blame comes on our Ministers and our leaders who are not even aware that the stray dogs have been traumatized and removed for their sake.

Mala spoke to the Bella Road centre and found that the dogs who were picked shall come back tomorrow afternoon. Also they have eaten nothing as they are scared and traumatized and wondering why they have been picked up......


Mala has been feeding the stray dogs for 15 long years every day. She has got all the dogs of the stadium sterilized from her own pocket because the dogs taken by MCD for cost free  sterilization mostly return with infectious diseases like distemper. Apart from feeding and sterilization Mala also takes care of all the medical needs of the dogs. And all this she does from her own pocket. And she is very thankful to God for giving her the resources and physical and mental strength to help the voiceless.

Mala's husband worked for the Indian army and she herself was a school teacher in GD Goenka school in Vasant kunj for 30 long years. She retired in the year 2020 and she says that she is glad to have taught her school children the lessons of kindness and compassion. 

The wonderful couple have served the nation selflessly. Mala's husband fought at the border to protect his countrymen and Mala is fighting the corrupt system to protect the lives of the voiceless.
