

The Dog rules 2001 clearly says that no stray dog shall be relocated or removed from its place of birth and that the dog can only be taken for sterilization and then put back to its original place once it is sterilized and vaccinated. The responsibility of getting the dogs sterilized lies with the municipal corporation. But unfortunately most of the municipalities in India don't even know the rules and many who know are implementing the ABC program in the most inhuman, cruel and unscientific manner.
A video has gone viral of dogs being picked up by the municipal workers of Barwaha, Madhya Pradesh. The dogs were picked up in the most cruel manner by tongs. Can't really say if the dogs even survived after being picked in this most barbaric manner.
Don't know if they were being picked up for sterilisation or were picked for relocation.
From the report the link of which is shared below it seems the dogs have been removed because the residents had lodged a complaint against the dogs. So on the complaint the municipal workers picked up the dogs. The dogs were caught by tongs which apparently is not to be used by the municipal corporations and then dragged on the road in the most brutal fashion. Apparently the Madhya Pradesh Govt has a Chief Minister Helpline Number where people call and lodge their complaints against the dogs and then the municipal corporation of that respective area send their workers and get the dogs picked in the most cruel manner. About a year back the workers used to kill the dogs. But how is this kind of picking any better than killing?
It's time the people taking calls at the Chief Minister Helpline act responsibly and tell the complainant of Madhya Pradesh that the dogs of their area cannot be picked up and relocated and the only solution they have is to get their dogs sterilised and vaccinated.
Municipal commissioners, mayors and councillors are jointly responsible for the cruelty of the stray dogs in their area. Whether it be Madhya Pradesh, Uttar Pradesh, Andhra Pradesh, Maharashtra, Delhi.....
When the corporation the Govt body) does not follow rules then what can be expected from the common man of India.
The people of Ghaziabad created hue and cry when a 5 year old kid was bitten by a dog. What happened was very unfortunate and it shouldn't have happened but are we adults not responsible for what happens to our kids?
