In the month of June last year in 2019 the state of Telangana got 78 dogs killed by the government order. The Telangana Municipal Corporation who are suppose to be the legal guardians and custodians of the stray dogs butchered the dogs to death.

The reason for this gruesome act must have been either to curb dog overpopulation or to control canine rabies or both. That is the way most of the corporations in India run the ABC programme for stray dogs

Entrust the ABC programme to a nodal agency. As long as the corporations are carrying out the ABC programme neither the dogs will be safe nor the caregivers. And the ABC programme will continue endlessly without their being any significant reduction in dog population.
