
The deputy commissioner of Rourkela in the state of Odisha on 28th January 2020 ordered the municipal corporation employees to kill small puppies and relocate the adult dogs after a rumour broke out that many dogs in Rourkela have turned rabid and are biting people.
The commissioner didn't bother to identify the rabid dogs and without any knowledge of the dog laws just blindly and foolishly ordered to pick up all the dogs of the area. Even small puppies who have barely opened their eyes were asked to be picked and killed.
Now how are small puppies who can barely see and just few days old bite people and spread rabies?
Just fail to understand why did our intelligent policy makers entrusted the job of ABC programme to the municipal corporation who are headed by such careless, foolish and inefficient people.
The commissioners, the mayors and even the emloyees of the corporations hardly know anything about the dog rules, dog behaviour or for that matter even about rabies.
The best thing that the environment ministry and the animal welfare board of India can do is to take away the ABC programme from the hands of the corporation's and give it to some nodal agency. An agency which could empathize with the animals and implement the ABC programme in a humane and a scientific manner.
Atleast for now will the AWBI penalize the deputy commissioner of Rourkela for giving an illegal order? Will he be charged with murder of innocent puppies who could have done nothing to spread rabies?
