

Manokamna Apartment in Vasundhara, Ghaziabad is openly flouting all stray dog laws and the Ghaziabad Municipal Corporation and the police are in hand in gloves with them. This is the ugly picture of Uttar Pradesh. Complete lawlessness and a hell for stray dogs and the caregivers.
Just a few days back Anita (M-9716308312) had rescued two siblings Bhoori and Laali after they were relocated by two men of her colony.
Another victim of relocation was Shera. According to Anita he was relocated in the month of November last year by one of the residents of her colony. He was removed on 15th November and Anita after a lot of searching got him back on 20th November.
This man with the help of few people again relocated Shera. He has been removed from the area on either 24th or 25th December and till now no one has taken any action against the culprits. There is still no news of Shera.
Anita stays in Manokaamna Apartment, Sector 4A, Vasundhara, Ghaziabad. The apartment has 15 blocks. Anita stays in Block 3 and Shera used to stay in block 15. As soon as she came to know of Shera's removal she lodged a complaint with the police. But till now the police has taken no action. The SHO (M-9643322921) and the Chowki incharge (M- 7017298901) have taken no action inspite of Anita's constant request and appeal.
The accused who relocated Shera the second time is Sanjeev Kumar Dhawan (M-9871692078). It's quite obvious that he has no fear of law therefore he did the same crime twice.
To add to Anita's agony on 31st December 2019 Pradeep Kumar Mishra (M-8527385343) the RWA (Resident welfare Association) President of the colony sent a WhatsApp message to all their residents urging that they all sign the request to get another dog Sheru removed from Block 13 as he bites people. The letter also criticises the dog lovers and the caregivers of the colony who are protesting the relocation of the dog and holding them responsible for creating hindrance in its removal.
The WhatsApp message is in Hindi which goes like this:
"आवश्यक सुचना---------ब्लॉक 13 के सामने एक आवारा कुत्ता है जो रोज आये दिन किसी ना किसी को काट रहा है और जिसका रोज हमलोगों के पास शिकायत आ रहा है 2 दिन पहले 4155 में अमित नाम का लड़का है उसे काटा आज फिर मेरे पास 1117 की एक लेडिज अभी शिकायत करने आई थी आप लोग बताये इस पर क्या करना चाहिये....कुछ कुत्ता प्रेमी हमारे सोसायटी में है जो इस सम्बन्ध में कूद पड़ता है जो आवारा कुत्ता के समर्थन में आ जाते उनसे अनुरोध है वो rwa के नाम एक पत्र दे अगर आवारा कुत्ते के द्वारा किसी निवासी को जान माल का खतरा हो जाता है तो उसका जिम्मेदार वो स्वय होंगे.....अब कितना बर्दास्त किया जाय उस ब्लॉक के सामने से लोगो को निकलना मुस्किल हो रहा है । .....आप सभी से अनुरोध आवारा कुत्ता को कॉलोनी से बाहर करने के सम्बन्ध में महासचिव द्वारा गेट पर एक पत्र रखा जायेगा । आप सभी से अनुरोध है उस पर आप सभी अपना हस्ताक्षर जरुर करें । अन्यथा इसी तरह परेशानी झेलना पड़ेगा ।आम लोगो की परेशानी के लिए जहाँ तक जाना होगा जरुर जायेंगे ।"
According to Anita Sheru was slightly aggressive but the residents often used to pelt stones at him and provoked him and it is only out of provocation that he used to bite but the dog is definitely not rabid.
Sheru was taken by PFA Ghaziabad an animal welfare NGO on 10th January2020 and was given rabies vaccination. He was thoroughly checked by the PFA head Niharika and was found to be absolutly healthy and the very next day he was dropped back to his home the Manokamna Apt.block 13. But his happiness was short-lived. The dog haters of the colony had made it an issue of ego and wanted to get Sheru removed. So they used all their power and might and convinced the Ghaziabad Municipal Corporation to get Sheru picked. The Ghaziabad Municipal Corporation picked up the Sheru on 23rd January 2020.
Anita called up Dr. Anuj on whose order according to her Sheru was picked up. He told her that the dog had bitten someone in the colony so they picked him up. There are hundreds of dogs in Ghaziabad who bite out of provocation, will Dr Anuj get all of them picked up?
Dr Anuj (M-8178018376) an employee of the corporation and a government official probably does not know that stray dogs can only be picked up if they are unsterilized or are rabid.
Biting dogs cannot be picked up. Sheru was sterilized and definitely not rabid because he used to bite people for past many months. A rabid dog dies within a period of 7 to 10 days. But Sheru is still alive and quite healthy. And why Sheru does not bite Anita or why didn't he bite Niharika the PFA head or the PFA employees when they had taken him few days back and given him rabies vaccination. Why does he bite only the residents of Manokamna apartment?
Can Dr Anuj or the Ghaziabad Municipal Corporation explain this?
Moreover the Ghaziabad municipal corporation often drops the dogs at PFA but this time Sheru has not been dropped there.
Where is Sheru and what are Dr. Anuj and the Municipal Corporation planning to do with him. They are illegally confining a sterilized and a healthy dog.
There is dearth of space for injured and sick dogs in India and see what the Ghaziabad Municipal Corporation is doing?
Keeping healthy dogs just to please some powerful and politically well connected Bahubalis of their area.
Shame on the municipal corporation and the residents of Manokamna Apartment who either relocate the dogs on their own if the dogs are docile and can be easily picked up as they did with Bhoori, Laali and Shera or they get them removed by the corporation if the dog is aggressive and ferocious and cannot be removed by themselves like they did with Sheru. The truth is they don't believe in Sterilization and vaccination of digs of their area. They believe in relocating, removing and killing the dogs of their area.
Shame on the municipal corporation which is busy wasting the tax payers money on sending vans and using government man power in picking up healthy dogs and pleasing residents who are corrupt and indulge in illegal activities.
