The state of Uttar Pradesh desperately needs Sterilization centres in many of its urban cities and towns and one such is Meerut. 

Recently Romy a street dog in Meerut went through a traumatic experience. His only fault was that he used to bark at his tormentors. 

The following message about Romy and his plight is going viral on various social media platforms:

Romy used to live happily on the streets of Meerut. He used to be a docile dog, never bitten anybody, never ever harmed anybody. One day few humans caught him and cut one of his leg because Romy used to bark at them whenever they used to catch the pigs to sell from that area. Romy was in pain and hid himself. The lady who used to feed Romy searched for him for 5 days but couldnt find him. After 5 days Romy came back in search of food. The lady bursted into tears after seeing his leg cut and the wound full of maggots. Once a healthy dog Romy is now all bones and only weighed 16kg. There were thousands of maggots in that wound. Meerut is a place where there is no proper medical facility for animals. They do not even have any ABC unit which could help in sterilisation of stray dogs. They pick up the dogs and simply relocate them to a dumping yard. As Romy became serious I got him picked from Meerut to Noida, where we started his treatment at Samvedana Trust. Romy was in a comatose state for about 28 hours...

What is the municipal corporation of Meerut doing? Just how many more Romy's will get amputated before the state govt wakes up from hibernation. 

The Chief Minister of Uttar Pradesh kindly open Sterilization centres for our four legged friends or do you want them to roam only in three legs in your state?

Why does'nt the government make provisions in advance? Why does it come in action only in emergency? 

The chief ministers of all the states of India before making smart cities please open Sterilization centres in your state so that the urbanisation does not harm our four legged friends. What kind of smart cities are we making and what kind of development are we making which has no room for compassion and no room for law. 

The ABC programme is the only lawful way of controlling stray dog population then why is it being implemented in few cities only? That too in the most unsystematic and faulty manner 

And killing, harming, abusing or relocating stray dogs is a punishable offence then why are dogs being tortured and killed in many parts of India? Isn't the Prevention of cruelty to animals act applicable in the whole of India? 

Isn't it the responsibility of the Chief Ministers and their governments to see that this very important law is implemented in their respective states? 

It's a real shame that common citizens like us have to remind the ministers of their duties towards the animals living in their state.
