Every day, Kansas veterans and first responders live with invisible wounds that most people will never see.

Traumatic brain injury (TBI), post-concussion syndrome (PCS), and post-traumatic stress disorder (PTSD) can affect memory, concentration, sleep, emotional regulation, relationships, and the ability to work or enjoy everyday life. Many veterans and first responders have tried medications, therapy, and rehabilitation, yet continue searching for answers.

Kansas is home to approximately 152,000 veterans and an estimated 15,000 to 20,000 first responders. Based on national research, nearly 15,000 Kansas veterans and first responders are living with a TBI or PTSD, and approximately 5,000 continue to live with persistent post-concussion symptoms. Behind every number is a family waiting to see their loved one smile again.

Hyperbaric Oxygen Therapy (HBOT) has been studied for more than 20 years, with 29 published clinical studies, including multiple randomized controlled trials, reporting meaningful improvements in many people living with chronic TBI and PTSD. While HBOT is not appropriate for everyone, the growing body of scientific evidence supports making it available as another treatment option for eligible patients. In Israel, leading medical centers have incorporated HBOT into the care of eligible veterans and civilians with chronic TBI and PTSD, building on decades of clinical research and experience.

Unfortunately, access for veterans and first responders who need HBOT remains out of reach. Because HBOT is rarely covered by insurance for chronic TBI and PTSD, many Kansas veterans and first responders cannot afford treatment that may help them. Cost, not medical need, often determines who gets access.

Kansas has an opportunity to change that.

Proposed legislation would make Kansas the first state in the nation to establish a state-funded HBOT program for both veterans and first responders. This bill will not replace existing treatments. It expands access to another evidence-based option so veterans, first responders, and their healthcare providers can make informed decisions together.
