Nathan Winograd, the Director of the No Kill Advocacy Center in Oakland, is probably the leading spokesperson in the U.S. for humane, reasonable and practical sheltering solutions. His recent Facebook post, linked below, describes a scenario like those now being enforced at S.F. ACC.

The post is about “Human Animal Support Services,” which is another expression for "return to field" and "community sheltering." All are euphemisms describing how shelters are ceding their responsibilities to the public. If nowhere else, the "City of St. Francis," patron saint of animals, should take the lead in reversing this wrong-headed trend.
