Luna’s Law: Mandatory Police Investigations for Hit-and-Run Drivers Who Harm Dogs

The Issue

In August 2025 my beloved dog Luna was  hit by a driver who fled the scene without stopping — and despite clear evidence, the police refused to investigate. Luna isn’t “just a dog.” She is family.

Sadly, this isn’t an isolated case. Across the UK, drivers who hit dogs and drive away are routinely let off without consequence — even though the law requires them to report it.

What the Law Currently Says:

Under Section 170 of the Road Traffic Act 1988, it is a legal requirement to stop and report collisions involving specific animals — including dogs, horses, cattle, sheep, pigs, goats, and donkeys.

But here’s the issue:

🚫 There is no enforcement.

🚫 Police aren’t obligated to investigate.

🚫 Families like mine are left with no justice.

Luna’s case is heartbreaking, but not rare. It reveals a serious gap in how our system values — or fails to value — the lives of companion animals.

What Luna’s Law Will Change

We are calling on the UK Government to:

Enforce Section 170 by making investigations into dog-related hit-and-runs mandatory, not optional.
Require police follow-up when clear evidence exists (e.g., CCTV, witnesses).
Increase penalties for failure to stop and report hitting a dog.
Treat dogs as sentient companions, not just property — recognising the emotional trauma caused to families.

Too many animals are dying/harmed in silence. Too many families are grieving and or left to suffer with no answers. We must close this loophole and create a law that gives voice to the voiceless. Luna is incredibly lucky to be alive — but it could have so easily been a different story. Many other dogs across the UK aren’t as fortunate. Their lives are cut short, and their owners are left heartbroken with no justice, no answers, and no accountability. Luna’s survival doesn’t lessen the seriousness — it highlights how urgently the law needs to change to protect all our pets.
