As a citizen of Louisiana, I think it should be against the law for "littering" people's driveways and such with unsolicited phone books/circulars, making us have to either throw away the book/circular or just leave it on the side of the road as common as trash.  If I were to do this as a private citizen, I would be ticketed for littering and feel as though these companies should be treated likewise.
