A Public Inquiry or an Investigation into the deaths of Two Young People?

A Public Inquiry does not explain what has happened in the deaths of these two young people but here we go again. Who is responsible for the death of these two people? Will we ever know unless we have a police investigation? Please do all you can to spread this petition and get as many signatures as possible.
