The massing is overbearing and has no relationship to the adjacent, mainly small, plot sizes and low buildings. It will harm the setting of the surrounding five conservation areas and their many listed buildings. LOSS OF LIGHT: It is totally unacceptable that residential areas including the Boundary Estate will be cast into shadow for most of the day during winter months. The proposed green space will also be in shadow during late afternoon and evening throughout the summer, making it much less attractive than promised. AFFORDABLE HOUSING: The development should provide the councils’ required amount of genuinely affordable housing that fulfils the needs of the area. Luxury investment housing will not do this. DESIGN: The generic tower blocks ignore the local character of the surrounding areas. The developers say it will be “a new place with its own distinct scale, identity and character” and this goes against the planning aims for the site, adopted by Hackney and Tower Hamlets. EMPLOYMENT SPACE: The development will inevitably push out the small-scale independent businesses that give the area the special character and which attract significant numbers of residents, visitors and tourists. The proposed retail and office space will not meet the need for affordable workspace or start-up space. AIR QUALITY: The development does not meet the required standard of air quality due to the scale of work proposed on the site. The very long period of construction – up to 16 years – mean the long-term impacts are serious and unpredictable. DEMOLITION: The surviving 19th-century historic fabric on the site should not be demolished, in particular further listed railway arches and the notable wall running along Commercial Street. .
