This petition seeks to place those individual soldiers in the Israeli Defense Forces (IDF) firing upon food aid trucks and aid delivery vehicles to Gaza under SDGT. This constitutes Terrorism under SDGT as it is: 1) firing upon protected civilians, 2) a repeated pattern, and 3) harms U.S. foreign relations (i.e, fully meets National Security qualifications):

Firing upon protected civilians and is a pattern:

August 29, 2024: 4 killed from USA non-profit ANERA after its aid truck comes under intense Israeli gunfire 

August 27, 2024: World Food Programme, the U.N.'s food agency's car came under direct fire by Israeli Defense Forces. 

April 18, 2024: The International Development and Relief Foundation's water aid truck was bombed. Photo in updates section. 

April 1, 2024: Israel targeted a convoy of food aid workers from World Central Kitchen, killing an Australian, a British, a Polish, and an Irish volunteer. World Central Kitchen is a humanitarian NGO based out of Washington D.C.

March 19, 2024: 23 civilians killed while distributing food aid in Gaza

March 14, 2024: 20 civilians killed, 155 wounded as they sought food aid at the Kuwait Roundabout in Gaza City

March 8, 2024: Several people were killed while seeking aid at the Kuwait Roundabout in Gaza

March 7, 2024: 7 people were killed while waiting for aid at the Nabulsi Roundabout in Gaza

March 6, 2024: 8 people were wounded while getting food aid at the Nabulsi Roundabout 

March 4, 2024: IDF opened fire on a crowd of thousands as they were seeking food aid at the Kuwaiti Roundabout, Gaza

March 3, 2024: dozens of civilians killed while getting food aid at the Kuwait Roundabout as IDF opened fire upon them

Feb. 29, 2024: About 100 people have died and about 700 wounded when private food aid delivery trucks came under IDF fire.  Witnesses describe civilians shot in the head and chest, indicating deliberate targeting and shooting. According to the IDF, directly firing upon food aid truck drivers caused them to panic.

Feb. 21, 2024: Israel fires upon flatbed truck delivery aid, as reported by CNN Exclusive. 

Feb. 6, 2024: United Nations Relief and Works Agency (UNRWA) aid truck was hit by Israeli navy artillery shelling.

Jan. 25, 2024: Israeli forces opened fire upon U.N. food aid truck, killing 20 and wounding around 150. 

(Note: As of end of March, 2024, the IDF have killed a total of between 400-500 civilians as they waited at pre-arranged, designated 'safe' locations to wait for food aid or while receiving food aid. The number is so high because it has been allowed to happen with impunity by the U.S. )

Harms U.S. foreign relations:

Continuing to ignore blatant acts of Terrorism harms future U.S. relations with the United Nations, U.A.E., Jordan, Egypt, and many other countries providing privately contracted truck drivers and delivery of aid,  concerned about the imminent famine in Gaza. Currently, civilians have already started dying of hunger in Gaza. 

For example, the U.S. stance towards the Chinese Communist Party (CCP) has historically been that the use of firing upon civilians to enforce a famine during the Chinese Civil War was a gross violation of human rights by the CCP. Failing to strongly address the same in U.S. foreign relations with Israel gravely risks and puts to harm the roughly 30-year bilateral relations with the People's Republic of China. 

What is at stake?

The U.S. President Joe Biden and many cabinet staff personally identify as Zionists and must not be allowed for private emotions or identity to sway U.S. foreign policy as a precedent, nor to misuse the U.S. list of specially designated global terrorists (SDGT) for personal emotion.

For example, the Houthis were listed as SDGT for firing upon civilian shipping, with President Biden quoted as saying that civilian shipping is protected. The Houthis, by contrast, did not kill a  single civilian when they were put on the SDGT Terrorist list. 

The double standards must end, and the U.S. must use logic and impartiality in designating SDGT.  

Furthermore, allowing the current Biden administration to set this precedent is a deliberate attack on the trucking industry and truck drivers. Interested trucking companies and future truck drivers interested in delivering aid will face new obstacles in union contracts, insurance claims, etc, if this allows to stand.

This will freeze their assets and prevent their travel to the United States.
