In Connecticut there are hundreds of backyard dogs living 24/7 in kennels suffering from frigid temperatures and inadequate shelters. These dogs live sad, neglectful, and solitary lives with little to no companionship or basic comforts such as heat and soft bedding. In Connecticut, and many other States, this neglectful treatment is LEGAL leaving the authorities completely helpless.
