 نحن الموقعون أدناه، منظمات مجتمع مدني وشخصيات وطنية ومواطنون ومواطنات  نتقدم بهذه العريضة لنعبر عن ألمنا  وحزننا الشديدين  للكارثة التي حلت بمدينة درنة و سوسة والبياضة مناطق أخرى بالجبل الأخضر، جراء السيول المصاحبة لعاصفة دانيال وانهيار سدي مدينة درنة .

  العاصفة ضربت المنطقة في 11 سبتمبر 2023.  وتركزت في شرق ليبيا و تسببت هذه السيول القوية في خسائر بشرية فادحة، حيث أسفرت لاحقا عن انهيار السد الكبير  في مدينة درنة الذي لم يخضع للصيانة لعشرات السنين وتسبب انهياره في انطلاق موجة مائية ضخمة حصدت أرواح أكثر من ستة الاف شخص حتى الآن ، وعدد المفقودين تجاوز  عشر الاف شخص ، وتشريد عشرات آلاف الأسر  وكل هذه الارقام مرشحة للزيادة ، كما تسببت  السيول في أضرار مادية جسيمة. 

إن هذه الكارثة هي نتاج لخلل ممنهج في منظومة إدارة الكوارث في ليبيا، وكذلك نتيجة لعجز المؤسسات الوطنية وقلة خبرتها ، حيث فشلت الحكومتان في اتخاذ التدابير اللازمة للحد من هذه الكارثة، أو لحماية السكان من مخاطره أو في التعامل مع إدارة الازمة . 

عليه

نطالب المجتمع الدولي  والمنظمات الدولية المتخصصة بالتدخل الفوري، لتقديم الدعم اللازم للضحايا وذويهم وتوفير المساعدات  الانسانية والصحية وفرق الانقاذ لتخفيف المعاناة وتقليل الخسائر .

كما نطالب المجتمع الدولي والمنظمات الدولية والمحلية  بالعمل على إنشاء لجنة تحقيق دولية مستقلة ومحايدة بصلاحيات محددة  للكشف عن أسباب هذه الكارثة، والكشف عن المسؤولين عنها، تمهيدا لتقديمهم للمحاكمة ومحاسبتهم  . 

أخيرا نؤكد على أن هذه الكارثة هي جريمة ضد الإنسانية، لا ينبغي السكوت عنها. وأننا سنستمر في المطالبة بحقنا وحق الضحايا  في العدالة والمحاسبة وعدم الافلات في العقاب .

Petition

We, the undersigned, civil society organizations, national figures, and citizens, submit this petition to express our extreme pain and sadness over the disaster that befell Derna, Sousse, Bayada, and other areas in the Green Mountain, as a result of the torrents accompanying Storm Daniel and the collapse of the dams in the city of Derna. The storm struck the region on September 11, 2023. It was concentrated in eastern Libya. These powerful torrents caused huge human losses, as they later resulted in the collapse of the large dams in the city of Derna, which had not undergone maintenance for decades. Its collapse caused the outbreak of a huge water wave that claimed the lives of more than 6000 of people so far, and the number of missing people has exceeded 10000 people, and tens of thousands of families have been displaced, and all of these numbers are likely to increase, as the floods have caused serious material damage. This disaster is the result of a systematic defect in the disaster management system in Libya, as well as the result of the inability and lack of experience of national institutions, as the two governments failed to take the necessary measures to prevent or mitigate the impact this disaster, protect the population from its risks, or deal with crisis management professionally.

We call on the international community and specialized international organizations to intervene immediately, to provide the necessary support to the victims and their families, and to provide humanitarian and health aid and rescue teams to alleviate the suffering and reduce losses.

We also call upon the international community, as well as international and local organizations, to establish an international independent investigation committee with specific powers. This committee's purpose is to uncover the causes of this catastrophe, identify those responsible for it, hold them accountable, and ensure they are brought to trial.
