Countless Californians, including many friends and clients, are under deep financial strain as a result of production companies moving out of California to seek cost benefits in other states and nations. Artists, technicians, and support staff find themselves in a state of uncertainty as job prospects dwindle. Our goal is to stem this exodus of talent and investment out of our proud state by proposing the CREATE initiative.

By allocating $1 billion from the California budget towards incentives for productions made in California, we can revitalize our local film and TV industry. Other states such as Georgia and New York have seen tremendous economic growth from similar initiatives. Studies show that a State can expect a greater than 1x and close to 10x return on investment for the dollars spent on film incentives. 
The proposed CREATE (California Rebate for Entertainment And Television Enterprises) initiative is not a luxury, but rather a necessity to fuel economic growth, safeguard local jobs and nurture creativity in our state. Investing in our creative industries is investing in the fabric of our state's identity, our people, and our future.
