On behalf of the Virginia Charter Captains, the Virginia Saltwater Sportfishing Assn. (VSSA) is seeking relief from the non-essential classification.

Many of the Virginia Charter Boats want and need to begin operations on or about May 8, 2020.  Charter Boats operate with 6 passengers or less. The bulk of their income and earnings comes in the warmer months. Usually at this time of year, charters are gearing up and booking trips for the season. Thus far this year, charters have not been allowed to operate, since being classified as non-essential. Additionally, due to the uncertainty, the public has been reluctant to book future charter trips. The currently proposed opening date of June 10 is well into the already short season. Many have applied for unemployment and SBA loans. To date most loans have not been funded.

The Charter Boat industry is a small seasonal business that relies solely on the short fishing and tourist season. As additional information, our sister state Maryland has conflicting rules allowing current Charter Boat operations.  Charter boats in Virginia are a professional service and can:

  • Pre-Screen for Covid 19 symptoms prior to departure.
  • Require that all clients who are feeling ill or showing signs of infection, cancel the trip.
  • Limit the number of clients on board to maintain some degree of social distancing to the extent possible.
  • Clean and sanitize common surfaces and fishing equipment before and after each charter.
  •  Wearing protective face coverings and gloves as appropriate.

Accordingly, VSSA is asking the task force and Governor approve charter fishing operations beginning on or about May 8 in order to allow some degree of earnings in the already reduced season.  Charter Boat operations are small businesses with little protection from bankruptcy. The ability to operate is essential for their survival. This approval will allow a critical, safe, and consistent path forward. VSSA strongly endorses and urges the approval for Charter Boats to begin operating on or about May 8, 2020.

Thank you for your consideration.
