Let Tenants in Tamil Nadu Keep Pets – Make Rental Homes Pet-Friendly by Law

The Issue

Thousands of people in Tamil Nadu are being denied the joy of adopting or living with pets — simply because they rent their homes.

Landlords and brokers often impose blanket "no-pet" rules, forcing animal lovers to choose between housing and compassion.

 This leads to:

  - Abandonment of adopted animals.

  - Emotional stress for families who treat pets      as family.

  - Hindrance to adoption and rescue efforts.

  - Discrimination against responsible pet-              owning tenants.

We believe this is unfair — and that it must change.

What We Are Demanding:

We urge the Tamil Nadu Government and Coimbatore Corporation to:

1. Ban blanket pet bans in rental agreements unless there is a proven and documented issue.

2. Recognize pet ownership in rental homes as a legal right under Article 21 (Right to Life & Personal Liberty).

3. Issue a state circular protecting tenants with pets, like the AWBI (Animal Welfare Board of India) guidelines do for apartment societies.

4. Encourage pet-inclusive housing policies to reduce abandonment and boost adoption.

Chief Minister of Tamil Nadu – Thiru M. K. Stalin

Secretary, Tamil Nadu Housing and Urban Development Department

Commissioner, Coimbatore City Municipal Corporation

Animal Husbandry Department, Tamil Nadu

Members of the Tamil Nadu Legislative Assembly

These authorities have the power to set pet-inclusive housing policies and protect both tenants and animals through legal action and state circulars.
