We, the undersigned, call on you to take immediate action to create the Uniform Healthcare Pricing Act.

Healthcare in America is broken, largely due to a lack of price transparency and insurance literacy. 

Patients are often left in the dark about how much their care will cost until they’re handed a bill—frequently for thousands of dollars more than the service should reasonably cost. Even when prices are available, it’s nearly impossible to determine if they are fair, impacting both out-of-pocket costs and health insurance premiums.

This lack of transparency drives a system where costs spiral out of control, placing a heavy burden on families, businesses, and frontline healthcare workers.

The solution is simple: in addition to price transparency, we need to standardize how healthcare prices are presented to patients.

Under the Uniform Healthcare Pricing Act, estimates, medical bills and explanations of benefits would include:

  • HCPCS Codes: Universal codes in the public domain that identify specific medical services and procedures.
  • Medicare Pricing: Each bill would list the price Medicare pays for the service and the percentage difference between the billed price and Medicare's rate.

For example, if Medicare pays $10 for a simple lab test but the lab bills the patient $845 for the same test. The bill would include what Medicare pays. In this case $10 and you are being billed 8,350% more than Medicare. A real life example that my family and I experienced.

This information would also be included on price estimates and the explanation of benefits you receive from your health insurance company.

This reform, combined with existing transparency laws, would empower patients with the information they need to understand and evaluate the value of their care. The Uniform Healthcare Pricing Act would expose unfair billing practices, enabling consumers to push for more reasonable costs while preserving a free and fair market.
