The Issue

My name is Antoine Johnson, and I am currently waiting to receive a life-saving kidney transplant. I am asking the Commonwealth of Pennsylvania to allow incarcerated individuals—specifically those on death row, those serving a life sentence without the possibility of parole and were previously registered organ donors through their driver’s license—to voluntarily donate a kidney to someone in need.

There are over 90,000 people in the U.S. waiting for a kidney transplant, and many won’t survive the wait. At the same time, people in Pennsylvania prisons may want to help, offering a rare chance to turn punishment into purpose and make a meaningful impact on someone’s life.

This proposal would:

 • Allow voluntary, living kidney donations from incarcerated individuals

 • Require full medical and psychological evaluations to ensure safety and consent

 • Respect bodily autonomy while saving lives

 • Offer a path to dignity and redemption

This is not about coercion. It’s about choice, compassion, and giving life.

We urge Pennsylvania lawmakers, the Department of Corrections, and Governor Josh Shapiro to consider and implement a policy that makes this possible.
