The Issue

Pennsylvania is the only state in the nation with a general prohibition on semiautomatic rifles for big game hunting, while 49 other states allow their use with no evidence of increased safety risks or unethical hunting practices.

Safety and Practicality

There is no correlation between the use of semiautomatic rifles and higher hunting accident rates; in fact, many states with semiautomatic rifle hunting have lower accident rates than Pennsylvania.
Semiautomatic rifles are easier and safer to unload, as hunters can simply remove the magazine and check the chamber, unlike bolt or lever actions which require repeated cycling.

Ethical and Humane Harvesting

Semiautomatic rifles allow for faster, more accurate follow-up shots without disturbing the sight picture, which is crucial for quickly and humanely dispatching wounded game.
Reduced recoil in gas-operated semiautomatic rifles makes them more accessible for new hunters, youth, and those with smaller stature, promoting ethical shot placement and hunter recruitment.

Modernization and Hunter Choice

Modern semiautomatic rifles are among the most popular hunting rifles nationwide, and their features—such as adjustable stocks and reduced recoil—make them suitable for a wide range of hunters.
Pennsylvania already allows semiautomatic rifles for harvesting small game and furbearers. Semiautomatic shotguns are currently allowed for deer hunting without incident, demonstrating that responsible use is possible.

Addressing Concerns

Magazine capacity limits can be imposed (as done with shotguns) to address worries about excessive firing, ensuring that hunting remains ethical and safe.
The difference in rate of fire between pump-action and semiautomatic rifles is minimal in practical hunting situations.

Conclusion

Allowing semiautomatic rifles for big game hunting would align Pennsylvania with national standards, improve safety and ethics in the field, and make hunting more accessible and humane, without increasing risks to public safety or the integrity of the sport.
