LEFT LANE FOR PASSING VEHICLES ONLY
The Issue
⚠️This petition advocates for road safety by proposing that left lanes should be exclusively designated for passing. Drivers who wish to travel at a slower pace should utilize the middle lane or the right lane. Driving at a reduced speed in the left lane is a significant contributor to serious accidents.
⁉️ How many times do you find the highway open, only to be blocked by a couple of slow drivers in the left lane and a few more in the middle, where you can’t even pass? It’s incredibly frustrating. Sometimes, you have to drive all the way to the right lane to get past them and then return to the left lane. Why? Because some drivers are simply unaware that the world doesn’t revolve around them!
👎 Recently, we have observed a significant number of vehicles driving in the left lane, which is causing major traffic congestion behind them and impeding the overall flow of traffic. This behaviour creates heightened stress for other drivers, produces long lines of backed-up vehicles, slows traffic considerably, and, of course, increases the risk of accidents.
👮♂️What does the law specifically state regarding this?
1. Section 132 – Unnecessary Slow Driving Prohibited (Core Protection Against Impeding Flow)
Exact text (HTA s. 132(1)):
No motor vehicle shall be driven on a highway at such a slow rate of speed as to impede or block the normal and reasonable movement of traffic thereon except when the slow rate of speed is necessary for safe operation having regard to all the circumstances.
Penalty (s. 132(3)): Fine of not less than $150 and not more than $1,000 (increased in 2019).
2. Section 147 – Slow Vehicles to Travel on Right Side (The "Keep Right" / Passing Lane Rule)
Exact text (HTA s. 147(1)):
Any vehicle travelling upon a roadway at less than the normal speed of traffic at that time and place shall, where practicable, be driven in the right-hand lane then available for traffic or as close as practicable to the right hand curb or edge of the roadway.
(There are limited exceptions in s. 147(2), e.g., when preparing to turn left or in specific circumstances; violation is an offence under s. 147(3).)
