A petition to the Lebanese government, judiciary, and Parliament.

The discovery of a shipment of explosives at Dahr el Beidar is not just a crime committed by Hezbollah; it exposes a terrifying, systemic failure at the highest levels of our security apparatus. While the Internal Security Forces (ISF) executed their duty by intercepting the operatives at the checkpoint, the suspects and the half-ton of explosives were immediately absorbed into the state’s broader security and military jurisdiction. From that moment, an inexplicable four-day wall of silence was erected. The ISF made the bust, but the subsequent information blackout and handling of the operatives raise severe questions about our military command, which left citizens in the dark during a massive national security breach.

This is not an isolated failure; it is a continuation of institutional hesitation. When a Hezbollah weapons truck overturned in Kahale, the military (then under the command of General Joseph Aoun) stood by, cordoned off the area, and ultimately failed in its fundamental duty to confiscate the illegal arsenal. Today, mirroring those exact circumstances at Dahr el Beidar, the army under the current command of General Rodolphe Haykal has chosen a similar path of inaction, allowing a massive security threat to be shrouded in silence.

The military’s repeated operational paralysis in the face of militia activity is unacceptable. We cannot achieve the disarmament of Hezbollah or the punishment of its leadership as long as the state’s own military command and government institutions appear unwilling to confront the shadow state.

The Lebanese people demand justice, transparency, and a total replacement of paralyzed leadership.

Our Demands

1. The immediate replacement of General Haykal and a pledge of absolute national loyalty. The Lebanese Army cannot fulfill its national duty when its leadership exhibits operational paralysis in the face of militia activity. We demand the immediate resignation or replacement of Army Commander General Rodolphe Haykal and an administrative inquiry into the military commanders responsible for the four-day public blackout regarding the Dahr el Beidar explosives. Furthermore, the Lebanese Armed Forces must be fundamentally restructured to ensure that every officer, soldier, and structural component belongs exclusively to the nation—not to sectarian leaders, political factions, or armed militias.

2. Dismantle Hezbollah’s illegitimate military and security apparatus. The Lebanese state cannot coexist with a militia that smuggles explosives through our streets. We demand the immediate dismantling of Hezbollah’s independent military structure. All weapons must be surrendered to the exclusive authority of a reformed, uncompromising Lebanese Armed Forces.

3. Hold Hezbollah’s leadership directly accountable. The investigation into the Dahr el Beidar explosives shipment will not stop at the foot soldiers. Hezbollah’s leadership, military commanders, and the broader organizational hierarchy cannot hide behind their operatives or institutional delays. The Lebanese judiciary must aggressively pursue the full chain of command. Arrest warrants and prosecutions must target the very top of the organization.

4. Free all state institutions from Hezbollah’s influence and assignees. The military's operational paralysis is a symptom of a wider disease infecting the state. We demand the immediate and comprehensive cleansing of all state institutions, ministries, security agencies, and administrative bodies from Hezbollah’s assignees and influence. The Lebanese state apparatus must serve the citizens of Lebanon, not operate as a bureaucratic shield for non-state actors.

5. Prosecute officials who obstruct justice. No member of Parliament, government minister, or public official is immune from accountability. We demand the immediate prosecution of any official (whether in the ISF, Military Intelligence, or civilian government) who deliberately obstructed the immediate legal processing and public disclosure of this security breach. Anyone using their institutional position to block justice must face the full force of Lebanese law.

6. Expose the intended targets of the Dahr el Beidar shipment. Authorities must immediately disclose the intended purpose of these explosives. If they were meant for an assassination or a domestic terror operation, the public has a right to know the target, the planners, and the financiers. Prosecuting the couriers while burying the broader conspiracy is a betrayal of the truth.

7. Restore Lebanon’s absolute sovereignty. The state must instantly regain exclusive, uncompromising authority over all security decisions. Citizens will no longer be intimidated into silence by either armed militias or hesitant state security apparatuses. Lebanon’s future will be decided by its citizens through legitimate institutions, not by a heavily armed shadow organization.

This Is Not a Sectarian Demand; It Is a Defense of the State

This petition is not an attack on the Shia community; it is a defense of it and of all Lebanese citizens. No political militia has the right to hijack an entire sect to shield its criminal operations, and no state institution should facilitate that hijacking through inaction. Hezbollah does not represent a community; it represents a rogue security apparatus. Lebanese citizens, regardless of sect, refuse to be held hostage by a faction that places its own militant agenda above the survival of the country.

Our Message to the Lebanese Government, Judiciary, and Army

The era of institutional silence is over. Investigate the organizers. Free the state institutions. Replace the military command that failed to act. The objective is clear: replace Haykal, dismantle Hezbollah’s independent armed apparatus, arrest its leadership, and restore the absolute sovereignty of the Lebanese state.

عريضة إلى الحكومة اللبنانية، والقضاء، ومجلس النواب.

إن اكتشاف شحنة المتفجرات في ضهر البيدر ليس مجرد جريمة ارتكبها حزب الله؛ بل يكشف عن فشل منهجي ومروع في أعلى مستويات جهازنا الأمني. ففي حين أدت قوى الأمن الداخلي واجبها باعتراض المنفذين عند الحاجز، تم فوراً تحويل المشتبه بهم ونصف الطن من المتفجرات إلى عهدة الاختصاص الأمني والعسكري الأوسع للدولة. ومنذ تلك اللحظة، أُقيم جدار غير مبرر من الصمت استمر لأربعة أيام. لقد نفذت قوى الأمن الداخلي عملية التوقيف، لكن التعتيم الإعلامي الذي أعقب ذلك وطريقة التعامل مع المنفذين يثيران تساؤلات خطيرة حول قيادتنا العسكرية، التي تركت المواطنين في ظلام تام خلال خرق أمني وطني هائل.

هذا ليس فشلاً معزولاً؛ بل هو استمرار للتردد المؤسساتي. فعندما انقلبت شاحنة أسلحة تابعة لحزب الله في الكحالة، وقفت المؤسسة العسكرية (التي كانت حينها تحت قيادة العماد جوزيف عون) متفرجة، واكتفت بتطويق المنطقة، وفشلت في النهاية في أداء واجبها الأساسي بمصادرة الترسانة غير الشرعية. واليوم، وفي تكرار لتلك الظروف ذاتها في ضهر البيدر، اختار الجيش في ظل القيادة الحالية للعماد رودولف هيكل مساراً مشابهاً من التقاعس، مما سمح بالتستر على تهديد أمني هائل ولفّه بالصمت.

إن الشلل العملياتي المتكرر للمؤسسة العسكرية في مواجهة نشاط الميليشيات هو أمر غير مقبول. لا يمكننا تحقيق نزع سلاح حزب الله أو معاقبة قيادته طالما أن القيادة العسكرية للدولة ومؤسساتها الحكومية تبدو غير راغبة في مواجهة دولة الظل.

إن الشعب اللبناني يطالب بالعدالة، والشفافية، والاستبدال الشامل للقيادة المشلولة.

مطالبنا

1. الاستبدال الفوري للعماد هيكل والتعهد بالولاء الوطني المطلق. لا يستطيع الجيش اللبناني أداء واجبه الوطني عندما تُظهر قيادته شللاً عملياتياً في مواجهة نشاط الميليشيات. نطالب بالاستقالة أو الاستبدال الفوري لقائد الجيش العماد رودولف هيكل، وبفتح تحقيق إداري مع القادة العسكريين المسؤولين عن التعتيم العام الذي استمر لأربعة أيام بشأن متفجرات ضهر البيدر. علاوة على ذلك، يجب إعادة هيكلة القوات المسلحة اللبنانية بشكل جذري لضمان أن كل ضابط، وجندي، ومكون هيكلي ينتمي حصرياً للوطن—وليس للزعماء الطائفيين، أو الفصائل السياسية، أو الميليشيات المسلحة.
2. 
   تفكيك الجهاز العسكري والأمني غير الشرعي لحزب الله. لا يمكن للدولة اللبنانية أن تتعايش مع ميليشيا تهرب المتفجرات عبر شوارعنا. نطالب بالتفكيك الفوري للبنية العسكرية المستقلة لحزب الله. يجب تسليم جميع الأسلحة إلى السلطة الحصرية لقوات مسلحة لبنانية مُصلحة وحازمة.
3. 
   مساءلة قيادة حزب الله بشكل مباشر. إن التحقيق في شحنة متفجرات ضهر البيدر لن يتوقف عند صغار العناصر. لا يمكن لقيادة حزب الله، وقادته العسكريين، والهيكلية التنظيمية الأوسع، الاختباء خلف عناصرهم أو خلف المماطلة المؤسساتية. يجب على القضاء اللبناني أن يلاحق بحزم سلسلة القيادة بأكملها. يجب أن تستهدف مذكرات التوقيف والملاحقات القضائية أعلى هرم المنظمة.
4. 
   تحرير جميع مؤسسات الدولة من نفوذ حزب الله ومحسوبيه. إن الشلل العملياتي للمؤسسة العسكرية هو عرض لمرض أوسع يصيب الدولة. نطالب بالتطهير الفوري والشامل لجميع مؤسسات الدولة، والوزارات، والأجهزة الأمنية، والهيئات الإدارية من محسوبي حزب الله ونفوذه. يجب أن يخدم جهاز الدولة اللبنانية مواطني لبنان، لا أن يعمل كدرع بيروقراطي لجهات فاعلة غير حكومية.
5. 
   محاكمة المسؤولين الذين يعرقلون سير العدالة. لا يوجد عضو في البرلمان، أو وزير في الحكومة، أو مسؤول عام محصن ضد المساءلة. نطالب بالمحاكمة الفورية لأي مسؤول (سواء في قوى الأمن الداخلي، أو مخابرات الجيش، أو الحكومة المدنية) تعمد عرقلة الإجراءات القانونية الفورية والإفصاح العام عن هذا الخرق الأمني. أي شخص يستخدم منصبه المؤسساتي لعرقلة العدالة يجب أن يواجه القوة الكاملة للقانون اللبناني.
6. 
   كشف الأهداف المقصودة من شحنة ضهر البيدر. يجب على السلطات أن تفصح فوراً عن الغرض المقصود من هذه المتفجرات. إذا كانت مخصصة لعملية اغتيال أو عملية إرهاب داخلي، فمن حق الرأي العام أن يعرف الهدف، والمخططين، والممولين. إن محاكمة الناقلين مع دفن المؤامرة الأوسع هو خيانة للحقيقة.
7. 
   استعادة سيادة لبنان المطلقة. يجب على الدولة أن تستعيد فوراً سلطتها الحصرية والحازمة على جميع القرارات الأمنية. لن يتم ترهيب المواطنين لإسكاتهم بعد الآن، لا من قبل الميليشيات المسلحة ولا من قبل أجهزة أمن الدولة المترددة. إن مستقبل لبنان سيقرره مواطنوه عبر مؤسسات شرعية، وليس عبر منظمة ظل مدججة بالسلاح.

هذا ليس مطلباً طائفياً؛ بل هو دفاع عن الدولة

هذه العريضة ليست هجوماً على الطائفة الشيعية؛ بل هي دفاع عنها وعن جميع المواطنين اللبنانيين. لا يحق لأي ميليشيا سياسية اختطاف طائفة بأكملها للتستر على عملياتها الإجرامية، ولا ينبغي لأي مؤسسة تابعة للدولة أن تسهل هذا الاختطاف من خلال التقاعس. حزب الله لا يمثل طائفة؛ بل يمثل جهازاً أمنياً مارقاً. إن المواطنين اللبنانيين، بغض النظر عن طائفتهم، يرفضون أن يكونوا رهائن لفصيل يضع أجندته العسكرية الخاصة فوق بقاء الوطن.

رسالتنا إلى الحكومة اللبنانية، والقضاء، والجيش

لقد ولى عصر الصمت المؤسساتي. حققوا مع المنظمين. حرروا مؤسسات الدولة. استبدلوا القيادة العسكرية التي فشلت في التصرف. الهدف واضح: استبدال هيكل، تفكيك الجهاز المسلح المستقل لحزب الله، اعتقال قيادته، واستعادة السيادة المطلقة للدولة اللبنانية.
