1. Introduction:

We, the members of the Lebanese community residing in Italy — students, workers, and families — submit this petition to the Lebanese government, Lebanese Embassy and Ambassador in Rome, represented by the Ministry of Foreign Affairs and the Ministry of Interior, to urgently take action and find a solution to the problem of inability to convert Lebanese driving licenses into Italian ones.

2. The Issue:

Until recently, holders of Lebanese driving licenses (issued in Lebanon) were able to officially convert them into Italian licenses through bilateral agreements signed between the two countries.

However, for some time now, Italian authorities have stopped accepting new Lebanese licenses due to the lack of official coordination and administrative updates from the Lebanese side, and because Lebanon has not yet signed the necessary technical and procedural agreements requested by the Italian authorities.

 

This suspension means that Lebanese residents in Italy — especially students and workers — are no longer able to use or convert their Lebanese licenses, causing real hardship in their daily lives.

3. Consequences and Hardships:

 • Transportation difficulties: Lebanese residents are forced to rely on public transportation for long distances, often in areas with poor transport services.

 • High costs: Obtaining a new Italian driving license is expensive and exceeds the financial means of most students and workers.

 • Indirect discrimination: While citizens of other countries can easily convert their licenses, Lebanese citizens are deprived of this right due to administrative shortcomings between the two states.

 • Professional impact: Many job opportunities in Italy require a valid driver’s license, meaning this issue limits professional prospects for Lebanese residents and affects their social integration.

4. Our Demands:

We call upon the Lebanese government to:

 1. Take immediate diplomatic action through the Ministry of Foreign Affairs, in coordination with the Lebanese Embassy in Rome, to resume negotiations with the Italian authorities.

 2. Sign the required technical and administrative agreements requested by Italy to update the Lebanese driving license format in line with European standards.

 3. Establish a joint Lebanese–Italian committee to address this issue and monitor implementation of the solution.

 4. Issue an official statement informing Lebanese expatriates of the progress made and the expected timeline for resuming license conversion.

5. Final Appeal:

We, the Lebanese community in Italy, affirm that this demand is a humanitarian issue before being an administrative one.

Solving this problem would restore Lebanese expatriates’ sense of belonging and trust in their homeland, while facilitating their legal and safe integration into Italian society.

 

Therefore, we, the undersigned, sign this petition urging the Lebanese government to take immediate action to resolve this crucial matter.

أولاً – المقدمة:

نحن، أبناء الجالية اللبنانية المقيمين في إيطاليا من طلابٍ وعمالٍ وعائلات، نتوجه بهذه العريضة إلى الدولة اللبنانية، السفارة البنانية في روما، ممثلة بوزارة الخارجية ووزارة الداخلية، للمطالبة بالتحرك الفوري لإيجاد حل لمشكلة عدم إمكانية تحويل رخصة القيادة اللبنانية إلى رخصة إيطالية.

ثانياً – عرض المشكلة:

حتى وقت قريب، كان من الممكن لحاملي رخصة القيادة اللبنانية (الصادرة من لبنان) تحويلها إلى رخصة إيطالية بشكل رسمي عبر الاتفاقيات الثنائية الموقّعة بين الدولتين.

لكن منذ فترة، توقفت السلطات الإيطالية عن قبول الرخص اللبنانية الجديدة بسبب غياب التنسيق الرسمي والتحديث الإداري من الجانب اللبناني، وعدم توقيع لبنان على الاتفاقيات والشروط الفنية المطلوبة من الجانب الإيطالي.

هذا التوقف يعني أن اللبنانيين المقيمين في إيطاليا – خصوصاً الطلاب والعمال – لم يعودوا قادرين على استخدام رخصهم اللبنانية أو تحويلها، مما يخلق معاناة حقيقية في حياتهم اليومية.

ثالثاً – النتائج والمعاناة:

صعوبات التنقل: اضطرار اللبنانيين لاستخدام وسائل النقل العامة لمسافات طويلة، وغالباً في مناطق لا تتوفر فيها خدمة مواصلات كافية.
الكلفة العالية: استخراج رخصة قيادة إيطالية جديدة يتطلب تكاليف مرتفعة تتجاوز قدرات معظم الطلاب والعمال.
تمييز غير مباشر: في حين يمكن لمواطني دول أخرى تحويل رخصهم بسلاسة، يُحرم اللبنانيون من هذا الحق نتيجة خلل إداري بين الدولتين.
انعكاسات مهنية: العديد من فرص العمل في إيطاليا تتطلب رخصة قيادة، ما يعني أن هذه المشكلة تحدّ من فرص اللبنانيين المهنية وتؤثر على اندماجهم.

رابعاً – المطلوب:

نطالب الدولة اللبنانية بما يلي:

التحرك الدبلوماسي العاجل عبر وزارة الخارجية بالتنسيق مع السفارة اللبنانية في روما، لاستئناف المفاوضات مع السلطات الإيطالية.
توقيع الاتفاقيات التقنية والإدارية المطلوبة من الجانب الإيطالي لتحديث نموذج رخصة القيادة اللبنانية بما يتوافق مع المعايير الأوروبية.
تعيين لجنة مشتركة لبنانية–إيطالية لمعالجة هذه المسألة ومتابعة تنفيذ الحل.
إصدار بيان رسمي يوضح للمغتربين اللبنانيين المراحل التي تم إنجازها والمواعيد المتوقعة لاستئناف التحويل.

خامساً – النداء الختامي:

نحن، أبناء الجالية اللبنانية في إيطاليا، نؤكد أن هذا المطلب إنساني قبل أن يكون إداريًا.

إنّ حل هذه المشكلة سيُعيد للبنانيين المقيمين في الخارج شعورهم بالانتماء والثقة بدولتهم الأم، ويُسهِّل اندماجهم في المجتمع الإيطالي بشكل قانوني وآمن.

 

لذلك، نوقّع نحن الموقعين أدناه على هذه العريضة، مطالبين الدولة اللبنانية بالتحرك الفوري لمعالجة هذا الملف الحيوي.
