The Issue

The devastating floods in Kerr County, Texas have claimed nearly 100 lives—including more than two dozen children at Camp Mystic. These tragic losses raise urgent questions about how prepared American summer camps are to respond to life-threatening emergencies.

Licensed camps like Mystic are required to have evacuation and emergency plans in place. But did staff have the time, tools, or warning to implement those plans? How effective are our state-level systems when even registered alerts can’t reach sleeping children, camps lack sirens, and cell service is spotty?

Camp Mystic followed state guidelines. Yet something failed.

We demand that the Department of Health and Human Services and the Federal Emergency Management Agency launch a national review of emergency preparedness at licensed youth camps.

This review must examine warning systems, communication protocols, emergency training, and access to real-time weather data—especially in flood-prone areas.

Parents have a right to know their children are safe when they attend summer camp. No family should ever suffer this kind of preventable loss again.
