The State of Hawaii Legislature has inexplicably reintroduced nonsensical legislation that would effectively prevent CPR registration by requiring agricultural landowners to submit a statement on the environmental and infrastructure effects of a proposed CPR to the County for review, comment, and certification prior to the registration of a new CPR with the state. Not only does the CPR form of ownership NOT create any new environmental or infrastructure impacts, but the County will undoubtedly not be able to provide the required certifications.

The proposed legislation is based on the following report which is related to agricultural lands on OAHU ONLY, and the report specifically states its intent is "PROPOSED IMPROVEMENTS TO REGULATING AGRICULTURAL LANDS ON OAHU", yet the proposed legislation inexplicably applies to the STATE AS A WHOLE.
