There is currently no leash and tethering laws in pickens county SC. People are allowed to chain up their dogs for any amount of time. Not only is this cruel, but it's also inhumane and unacceptable. Other counties and cities have this law, why don't we? Pickens county animal control has also refused to enforce laws already in place. It's time for this county to step it up. There are laws to protect children, teenagers , adults , and elderly but NONE that adequately protect animals.
