When a dog does not pass the "TEMPERAMENT TEST" or if they have some other situation like being Returned by an Adopter or a "bite" the Shelter will label them "RESCUE ONLY" This doesn't mean they are not good dogs, it means the public CAN'T directly Adopt the dog from the Shelter and there may be training issues that need to be addressed...
