Just received from a local Animal Advocate concerning his efforts to save community cats at the Downey Animal Care and Control facility,

"Bldg 9 for the cats has always been padllocked . The cats in that building are either 'feral' or sick and there’s been times when they have used it for overflow . The Public is not allowed in that building so the cats have no chance of ever getting out. There’s a “Feral cats” sign and another warning sign for parents about the dangerous cats in there. I have been told those cats are only seen twice a day. Once for feeding and once for cleaning the cages. They have no formal program for evaluating them and one of my public records request their legal department Harold Holmes admits there’s no behavior program. How can they accurately assess these cats and label them ‘Feral’ I hate to think what’s been going on during Covid since nobody can get in to see them or take pictures. I don’t even think the volunteers are allowed to. There are so many issues at the county shelters before Covid and I’m sure much worse now."
