The change that I’m looking for is more strict laws for backyard breeders. There should only be a limited amount of people able to breed dogs/cats in each state.  I feel that potential breeders should obtain a license. That they would have to renew each year. The licensing should be a substantial amount in order to be legal to breed. Anyone breeding without a license should get a hefty fine and it should be mandatory the new litter be spayed/neutered or seized. Repeat offenders would need to pay a fine and some jail time. With follow up visits to residents that have been noted as backyard breeders. One major thing is we need a special unit to enforce these laws, and hold people accountable for their actions. This is not just an Arizona problem, but nationwide. There are too many precious animals either living in shelters, on the streets or being euthanized. I have done the research and contacted my local shelter. Thousands of animals are euthanized every year, and it will continue unless we make some changes in the right direction. This will definitely impact the community for positive change. These animals need our help and we are failing them.We have to do better, and we can!
