EPF is our money or The Goverment's ???

Why do i have to suffer to solve my financial issues while i have adequate amount of savings in my EPF accounts?

I don't plan to buy a house now and maybe for another 10 years time..So, why can't i access my second account fund to settle my bank loans which is killing me every now & then? 

Oh, that money is for retirement use? Can anyone guarantee that i'll live well up to my retirement age?
