'650 street cats that Brookes and a team of 9 Lives volunteers have rescued, rehabilitated and found homes for, since 2020....Brookes says that with patience, you can domesticate strays. At first they watch her other cats interacting from their cages. One fatherly cat, called Tigger, gently teaches orphaned kittens “how to cat”. Tigger was thrown out of a car in a Dandenong North industrial estate in 2020. He had a broken hip consistent with being kicked, and gum disease. “You couldn’t pat him, he would flinch,” Brookes said.
Brookes said 9 Lives gets no government funding and relied on donations. The organisation needs more foster carers. What motivates her? All Victorian Councils are under pressure from the State Cat Management Strategy. An Agricultural Department 10-year plan which will cause more deaths of cats and wildlife. It uses false figures, false terms, and misinformation. Claiming cats 'spread diseases and cause traffic collisions, leading to property damage and human injuries'. Prolific misuse of the term 'feral' to harm outdoor cats, and the homeless: 'cat containment assists feral cat management efforts by removing the challenge of distinguishing between pet and feral cats'. Mandating containment, and centralising statewide records for curfews. The Australian Pet Welfare Foundation evidence has not been mentioned.

Melbourne's Mayor states he wants all Metropolitan Councils to have uniform cat laws. Melbourne Lord Mayor's Charitable Foundation funds 'significant ongoing support' to the private Invasive Species Council which pushes for Australia-wide cat curfews, calls urban cats 'feral', and hawks false figures - inciting hate-speech and threats.
The City of Melbourne has hidden AdvoCats April submission from their 'Cat Management Community Engagement Summary Report'. With bias, the report cites the Friends of Royal Park. Royal Park's border was used as an excuse for curfew, and untruths about Merri-bek.
