There needs to be an extensive investigation. The Tories are even attempting to take away the right of the public to object to building applications.. So we know that they now intend to do less than comply with the rules... they intend to not not need to cheat because they will automatically give themselves the right to do as they please, regardless of its effect on the villages, towns or residents.

Local builders are the tip of the iceberg. Balfour BEATtie , Tailor Wimpey, Kier.. the list goes on...
The way that the rules & procedures are planned & written.. its usually too late for the public to obtain evidence and act. before it is already too late. The council investigation procedures are also not correlating evidence from complaint to complaint. only incident specific. & on most occasions no investigation takes place. Or evidence is obtained in a way that automatically is guaranteed to find no wrong doing nor attempt to pursue it any further. No real inspection is supported at these sites other than very limited initial checks that pave the way for contravention to be very easy and the measures the council select are never truly adequate for each project to prevent a culture taking root of cheating procedures
Here, houses threaten to surround property on the edge of a village. for example where deception in planning has been used twice now. Where there is also a riding school & horses using a quiet lane. Residents are "paid off" by contractors & partners to persuade them not to object. "bought off" with money so sewer lines and the thrust of infiltration is paved. While everyone else is not given adequate notice of what is happening. We are taken advantage of.
For example, The Local Councillor Richard Smith does nothing. Yet Down in the village to Win local Votes, Cllr Bernard McGuin with only 800 signatures stops houses from being built.. goes out of his way.. gets the hero medal.. and the strategy is complete. the hustle. Unfortunately many private residents are picking up the bad habit and in order to secure their own planning applications, hiding or craftily placing planning notices so that their neighbour's do not object or don't see in time.. many Restaurants are doing this as well.. a lot of Asian applicants.. But unfortunately British/White as well. They have no shame or remorse for this.. and I believe its a little bit like them enjoying the "Admin" and "moderator" buttons of the internet.. blocking various people.. Its almost like they are blocking their neighbours from objecting. & blocking their view as well. & effecting the entire village. This I believe is because of culture on Television. Particularly when crafty comedy music is used on TV programmes when something "cheeky" or Naughty" is done.. as if its OK or innocent to be "sneaky" Mainly these shows are about doing building or modifications, gardening or decorating. and all for government revenue benefit as well. Its almost like the Tories are training up crooks & cheats. when this nation used to be HONEST and TRUST WORTHY.
