Wir fordern das Dekanat der Wirtschafts- und Sozialwissenschaftlichen Fakultät und das Rektorat der Universität zu Köln eindringlich dazu auf, die geplanten drastischen Kürzungen im Bereich der Politikwissenschaft abzuwenden und den Master Political Science zu erhalten.

Im Rahmen der von der nordrhein-westfälischen Landesregierung angekündigten Kürzungen der Universitätsbudgets, ist auch die WiSo-Fakultät der Universität zu Köln gezwungen, Einsparpläne zu entwickeln. Ein vom Dekanat vorgelegter Vorschlag sieht unter anderem drastische Kürzungen im Department Political Science vor. So sollen 50 % der strukturellen, personalbezogenen Kürzungen der gesamten Fakultät auf das Department Political Science entfallen, das kleinste Institut der Fakultät. Das würde nicht nur den Wegfall einer geplanten Professur bedeuten, sondern nach Willen des Dekanats auch zur Einstellung des M. Sc. Political Science führen. Unabhängig von den zurzeit diskutierten Kürzungen werden zudem die Professuren in Internationale Beziehungen und Vergleichende Politikwissenschaft nach der Emeritierung der aktuellen Professoren im Jahr 2027 nicht neu besetzt. 

Gerade in einer Zeit, in der Klimakrise, Kriege, autoritäre und nationalistische Tendenzen sowie der Aufstieg des Rechtspopulismus unsere Demokratie massiv herausfordern, ist die Politikwissenschaft unverzichtbar. Sie untersucht geopolitische Machtkonstellationen, Einstellungen und Interessenkonflikte im Bereich Klimaschutz, demokratische Erosionsprozesse, Strategien und Folgen rechtspopulistischer Bewegungen, Polarisierung und vieles mehr. Es wäre ein fatales Zeichen in der aktuellen weltpolitischen Lage, wenn die Universität zu Köln, eine der größten Präsenzuniversitäten Deutschlands, keine vollumfängliche Politikwissenschaft mehr anbieten würde.

Der Vorschlag des Dekanats würde jedoch unter anderem zur Einstellung des M.Sc. Political Science führen. Voraussichtlich wäre die für das Wintersemester 2025/26 zugelassene Kohorte die letzte. Es ist sehr wahrscheinlich, dass es mindestens für einige Jahre kein alternatives Studienangebot im Bereich Politikwissenschaften in Köln geben würde. Daher sind auch Studierende des B.Sc. Sozialwissenschaften direkt von den Plänen betroffen, da sie in Köln nur noch die Möglichkeit haben würden, nach ihrem Bachelor einen Master im Bereich Soziologie zu beginnen. Zudem ist damit zu rechnen, dass im B.Sc. Sozialwissenschaften nicht mehr die komplette Profilbreite angeboten und einige Bereiche der Politikwissenschaft nicht mehr abgedeckt werden könnten, da ab 2027 unter anderem keine Professuren für Internationale Politik & Außenpolitik und vergleichende Politikwissenschaft mehr vorgesehen wären. Damit könnten die Kürzungen im Bereich Politikwissenschaften nicht nur zur Abschaffung eines renommierten und gesellschaftlich relevanten Masterprogramms, sondern auch zu einer generellen Schwächung von Sozialwissenschaften an der WiSo-Fakultät der Universität zu Köln führen und die Qualität der Lehre gefährden.

Die Entscheidung steht derzeit noch aus und es werden in der Fakultät aktuell auch Alternativvorschläge diskutiert. Die Departments Political Science und Sociology and Social Psychology haben einen gemeinsamen Gegenvorschlag erarbeitet, der vorsieht, die Einsparbedarfe proportional zu den Größen der Fachbereiche auf die Departments der Fakultät zu verteilen. Diesen befürworten wir. Eine faire finanzielle Lastenverteilung auf alle WiSo Fachbereiche würde dazu führen, dass die erforderlichen Einsparungen mit weniger drastischen Folgen für einzelne Studiengänge zu realisieren wären und nicht ein einziger Fachbereich extrem stark betroffen ist.

Wenn ihr die geplanten drastischen Kürzungen im Bereich Politikwissenschaft mitsamt ihrer Folgen für falsch haltet, könnt ihr diese Petition unterschreiben und euch für den Erhalt des Masterstudiengangs und einer starken Politik- und Sozialwissenschaft in Köln einsetzen.

We strongly urge the Dean's Office of the Faculty of Economics and Social Sciences and the Rectorate of the University of Cologne to stop the planned drastic cuts in political science and keep the Master's programme in Political Science.

As part of the cuts to the university budget announced by the North Rhine-Westphalian state government, the Faculty of Economics and Social Sciences at the University of Cologne is also being forced to develop savings plans. A proposal by the Dean's Office envisages drastic cuts in the Department of Political Science. 50% of the structural, personnel-related cuts across the entire faculty are to be made in the Department of Political Science, the smallest institute in the faculty. This would not only mean the loss of a planned professorship, but, according to the dean's office, would also lead to the discontinuation of the M.Sc. in Political Science. Regardless of the cuts currently under discussion, the professorships in International Relations and Comparative Political Science will not be refilled after the current professors retire in 2027.

Especially at a time when climate crisis, wars, authoritarian and nationalist tendencies, and the rise of right-wing populism are posing massive challenges to our democracy, political science is indispensable. It examines geopolitical power constellations, attitudes and conflicts of interest in the field of climate protection, processes of democratic erosion, strategies and consequences of right-wing populist movements, polarisation, and much more. It would be a disastrous sign in the current global political situation if the University of Cologne, one of Germany's largest universities, were to stop offering a comprehensive political science programme.

However, the Dean's Office's proposal would lead, among other things, to the discontinuation of the M.Sc. Political Science programme. The cohort admitted for the 2025/26 winter semester would likely be the last. It is very likely that there would be no alternative degree programmes in political science in Cologne for at least a few years. Therefore, students of the B.Sc. Social Sciences programme are also directly affected by the plans, as they would only have the option of starting a Master's degree in Sociology in Cologne after completing their Bachelor's degree. In addition, it is to be expected that the B.Sc. Social Sciences programme would no longer offer the full range of subjects and that some areas of political science would no longer be covered, as from 2027 onwards, there would be no more professorships for international politics & foreign policy and comparative political science. The cuts in the field of political science could thus lead not only to the abolition of a renowned and socially relevant Master's programme, but also to a general weakening of social sciences at the WiSo Faculty of the University of Cologne and jeopardise the quality of teaching.

The decision is still pending, and alternative proposals are currently being discussed within the faculty. The departments of Political Science and Sociology and Social Psychology have jointly developed a counterproposal that would distribute the savings requirements proportionally among the faculty's departments based on their size. We support this proposal. A fair financial distribution of the burden across all WiSo departments would mean that the necessary savings could be achieved with less drastic consequences for individual degree programs and that no single department would be hit extremely hard.
