Subway is closed off but toucan crossing not yet finished?

Have just been down to Kirby Close and I’m very disappointed. The subway is closed off but the toucan crossing is not even finished yet, there’s not even any traffic lights. On the Swindon Advertiser it said they would wait until the crossing was at least finished before closing the underpass, so pedestrians could still pass through Queens Drive. The whole situation is just too sad. Already diggers have started removing the pathway leading down from Kirby Close. It’s only a matter of time before the underpass starts being filled in.
