The Issue

There have been a number of dispersal orders issued by the police in recent months in Liverpool City Centre, accompanied by very one-sided, alarmist reporting in the local press. This lead me to carry out my own research and write this article, after speaking to the police they confirmed there were few incidences of actual crime but many reports of "anti-social behaviour" from the residents of Mann Island. These reports are subjective and do not require evidence.

This evening (Monday 19 July) 3 police officers were present while children as young as 11 were enjoying a swim in the Mann Island Basin. The children I spoke to told me they'd been threatened with arrest and "being put in the back of the van". They had all left the area by 7.40pm then a group of residents came out and spoke to the police officers. I spoke to two of these residents who were adamant that a police response was needed, could not give me examples of any crimes but singled out a black child as "intimidating" and then told me that this was private land and they wanted public access revoked.

1. We call on Emily Spurrell to engage with her constituents about the unpopular and heavy handed use of dispersal orders and to consider the ffect they have on community relations, law abiding young people and Liverpool's public image.

2. We ask Liverpool City Council to ensure that all areas of the Pier Head and Waterfront remain open to the public and facilitate the safe enjoyment by all regardless of age or financial status
